Executive Summary

 

The purpose of this update is to inform Town Council of the proposed memorial garden at Deputy Zack S. Parrish III Memorial Park.  The design team has worked to incorporate a memorial that honors both Deputy Parrish and the law enforcement profession, will provide continuity in design and is consistent with the theme supported through the public process.  

 

The memorial will be constructed within an existing wildflower garden as shown on the attached concepts.  A plaque to celebrate Zack’s life and service to both the Town of Castle Rock and Douglas County Sheriff’s Department will be placed in the garden.  The memorial will also honor the law enforcement profession with the addition of three rolled steel monument walls inscribed with the principles leadership, integrity and service.  Three internally lit sculptural elements will shine a badge pattern on the ground below.  Ornamental grasses, wildflowers and perennial flower plantings will form the backdrop to these sculptural elements and the area will provide views of front-range peaks and Castle Rock landforms.  A small pavilion structure and benches will provide seating and shade for those taking time to stop and rest or reflect.  A photoluminescent concrete path will glow in the evening hours to light the walkway past the garden.  The project narrative below provides a more detailed description of design elements.

 

Town of Castle Rock Police Department members are working with the Parrish family regarding the details of the plaque and overall memorial.  Project general contractor, GoodLand Construction, Inc., has provided a cost for the additional elements valued at approximately $150,000.  This improvement will be within the Town Manager’s signing authority. The Town Manager’s office will be responsible for contract approvals and oversight.

 

Project Narrative

 

The overarching theme for the park’s memorial enhancements serve to honor the life of fallen officer Deputy Zack S. Parrish III, while also paying homage to the Castle Rock Police Department and Douglas County Sheriff’s Department.  Key elements that have informed the design include the Douglas County Sheriff Department’s values and key words, memorial symbolism and the thin blue line which represents fallen officers.

 

Entrance Treatment:

For the entrance monument, a glowing blue accent band was added to the top of the monument.  This blue line has a calming effect and pays respect to fallen officers everywhere.

 

Etched Siloam Stone:

Throughout the site, the original design intent featured large Siloam stones.  As part of the memorial enhancement, these stones are proposed to be relocated to the memorial area and feature etched symbols, quotes and words.

 

Memorial Garden:

The memorial garden is designed to be quiet and reflective, while also visually striking. This garden includes artistic sculptural elements to further honor the contributions of the Douglas County Sheriff and Police Department.  Colorful wildflowers, perennials and ornamental grasses will be placed within this space, framing the sculptural elements.

 

The edge of the garden will be framed by a glowing blue pathway, which further emphasizes the importance of the blue line to the Police community.  After dusk, the pebbles placed within the concrete will glow a vibrant blue and also feature a thin blue line, again to symbolize homage and respect for fallen officers.

 

To honor the tradition of the 3 Volley / 21 Bell Salute during police funerals will be represented through the installation of three light sculptures, three artistic steel bands and seven Siloam stones within the garden.

                     The light sculptures project a blue, 7-point star onto the pavement at night.  The 7-point star is a symbol for the Douglas County Sheriff’s Department projecting a badge onto the pavement during the evening hours.

                     The steel bands consisting of hot-rolled steel will be enhanced with the three key words specifically used by the Douglas County Sheriff’s Department:

o                     Leadership

o                     Integrity

o                     Service Excellence

These words will also project down onto the ground from placement of LED lighting within the cabinets. The hot-rolled steel will enhance the idea of strength and justice. Blue glowing cobble will be placed at the base of the steel bands to further accent the approach to a unique and powerful memorial in the evening hours after dark.

                     Lastly, the seven stones will be etched with the seven Douglas County Sheriff Department values:

o                     Judgement

o                     Unity

o                     Skill

o                     Trust

o                     Ingenuity

o                     Courage

o                     Empowerment
