Executive Summary
Castle Rock Water and the Public Works Department are seeking Town Council approval of a Resolution (Attachment A) awarding a Construction Contract (Exhibit 1) to Iron Woman Construction and Environmental Services, LLC (Iron Woman) for the Gordon Drive Improvement Project. The contract amount is $2,138,610, plus staff requests a ten percent Town-managed contingency in the amount of $213,861, for a total project authorization of $2,352,471. This project will be funded through the Stormwater, Wastewater and Water Enterprise Funds, and the Transportation Fund. It is located in the Memmen’s subdivision south of Fifth Street, east of Valley Drive. A map has been provided (Attachment B). Improvements generally include the addition of stormwater infrastructure, water and sanitary sewer infrastructure modifications and replacement, and pavement maintenance along Gordon Drive and the cul-de-sacs that intersect with Gordon Drive. The project is scheduled to be completed by November 2019.
Notification and Outreach Efforts
Notification letters, dated January 29, 2019, were mailed to residents and an open house was held February 12, 2019. Six residents attended the open house. Property owners with proposed improvements located within the existing drainage easement on their private property were also notified directly of impacts to their property. Project details and updates will be provided on CRgov.com throughout the duration of the project. Additionally, residents will be notified 48-hours in advance of expected water and sanitary sewer service disruptions.
History of Past Town Council, Boards & Commissions, or Other Discussions
Castle Rock Water staff presented this construction contract to the Castle Rock Water Commission at their meeting held on February 27, 2019 and the Castle Rock Water Commission voted unanimously to recommend approval to Town Council.
Discussion
This residential subdivision and infrastructure in the area is approximately forty years old. This project combines multiple components along Gordon Drive. The Stormwater Division identified a need to install storm sewer infrastructure along Gordon Drive to convey approximately one hundred tributary acres of on-site and off-site flows currently draining along the surface of the roadway. An underground storm sewer will capture and convey the flow to minimize street flooding and bring the roadway up to current standards for drainage. In order to construct the storm sewer, modifications to the existing sanitary sewer and water line infrastructure are necessary. Improvements also include reconstruction of the roadway from an inverted crown to a standard crown with catch curb and gutter along Gordon Drive, between Johnson Drive and Gordon Lane, as well as full depth reclamation of the remainder of Gordon Drive, and mill and overlay of Gordon Lane, Gordon Court and Gordon Place.
The Town solicited construction bids via Rocky Mountain BidNet. Bids were received from four (4) contractors and the pricing is summarized below:

Iron Woman is the confirmed lowest bidder, having also met the qualification requirements under the contract. Construction is anticipated to begin in April 2019 and be substantially complete by November 2019, weather permitting.
As a follow up to concerns expressed by residents at the open house, the Town contacted Iron Woman for pricing to replace fifty-two (52) additional sanitary sewer services, between the main sewer line and edge of right-of-way, within the project limits. Sanitary services in the project area are approximately forty years old; proactively replacing them with the project will limit future street cuts that will compromise the newly constructed pavement. Iron Woman agreed to hold their competitive unit prices for the additional work to replace the remaining sewer services along Gordon Drive and the adjacent cul-de-sacs. The cost for this effort is $172,319.
Budget Impact
This project will be jointly funded by Castle Rock Water and the Public Works Department. Total project costs, including contingency, are $2,138,610 and will be distributed as follows:

These amounts will be funded through available 2019 budgets and 2019 budget amendments as carry forward of unspent 2018 budgets, plus a supplemental budget request for additional transportation funds required to complete this project.

Staff Recommendation
