Resolution Approving a Construction Contract Between the Town of Castle Rock and Concrete Express, Inc. for the SH-86 Founders Parkway & Crowfoot Valley Road Improvement Project

Executive Summary

 

Public Works is seeking approval of Town Council for a Resolution (Attachment A) awarding a construction contract (Exhibit 1) to Concrete Express for the SH-86 Founders Parkway and Crowfoot Valley Road Improvement Project in the amount of $3,549,167 plus a 10% staff-managed contingency in the amount of $350,833, for a total project authorization of $3,900,000.  This project is to improve safety and operations at this intersection.  This project will widen Founders Parkway between Woodlands Boulevard and Crowfoot Valley Road and widen Crowfoot Valley Road between Founders Parkway and Knobcone Drive, (see Attachment B).  A detailed summary is provided below under discussion.  The project is scheduled to be completed by fall of 2019.

 

Notification and Outreach Efforts

 

During the design process, Town staff and the Engineer, Kimley-Horn, held a public open house on June 1st, 2017 to present the proposed intersection improvements.  Following the open house, Town staff had follow up meetings with the adjacent neighborhoods. The outreach meetings allowed the residents to review the proposed improvements, in the early stages of design, and to provide comments to the Town for consideration.  Town staff has scheduled an open house prior to construction on March 25, 2019.

 

History of Past Town Council, Boards & Commissions, or Other Discussions

 

Staff presented this item to the Public Works Commission on March 4, 2019.  Their comments and recommendation will be presented to Council at the Town Council meeting to be held on March 5, 2019.

 

Discussion

 

The need for safety improvements at the intersection of Founders Parkway and Crowfoot Valley Road was identified in the Town’s 2011 Transportation Master Plan and the Meadows/Founders Corridor Improvement Project Traffic Technical Report, dated July 2012. The Town identified this need to CDOT (Founders Parkway is CO Highway 86.)  CDOT indicated that they did not have sufficient funding to address the problem on their own and suggested a partnership.  In 2016, the Town applied for, and was granted $1,602,000 in CDOT FASTER Safety Mitigation funding with the objective to address safety concerns and crash history at the intersection, with the Town’s portion of the partnership (matching funds) of $2,298,000.

 

The intersection is located on an emphasis corridor for operational improvements in the Denver Regional Council of Governments (DRCOG) regional transportation plan (RTP). Surrounding properties continue to develop with existing daily traffic volumes projected to increase over 150 percent by 2035. Congestion is a contributing factor to the existing safety concerns; therefore, project improvements are also intended to better accommodate current and near-term traffic volumes. In addition, the improvements will support recent CDOT improvements with a consistent typical roadway section along Founders Parkway from Crowfoot Valley Road to I-25.

 

The Town contracted with Kimley-Horn in late 2016 to evaluate and design improvements consistent with the objectives identified in the CDOT FASTER Safety Grant. In 2017, the Town conducted an alternatives analysis and selected the preferred alternative. The improvements consist of:

 

                     Maintaining two eastbound and westbound through lanes along Founders Parkway with the addition of dual eastbound and southbound left turn lanes at the Crowfoot Valley Road intersection. The additional turn lane storage is intended to alleviate queuing into the adjacent through travel lanes.

                     The addition of a southbound channelized free-right turn lane to accommodate the high volume of right-turning vehicle and provide adequate acceleration distance to merge safely onto westbound Founders Parkway traffic.

                     Widening Crowfoot Valley Road to a four-lane section from Founders Pkwy to Knobcone Drive.

 

Recent and ongoing discussion with residents in the Pinion Soleil neighborhood (between Woodlands and Crowfoot) are occurring due to their concerns about access to their neighborhood from Founders Parkway.  This project, as designed, will improve operations at Crowfoot and Founders intersection which will help reduce queuing distances of traffic using the single left turn lane for Crowfoot.  Existing east bound Founders access will remain.  West bound access will be converted from a right turn only lane to a through-right lane.  This is consistent with other turn lanes on Founders and meets driver expectancy for the right lane being used as a de facto auxiliary lane in the corridor east of I-25. The intersection of Founders at Avenida Del Sol is separate from this project and is not a part of the scope of this project.  Further discussion is continuing with the residents, Town, and CDOT regarding this intersection.

 

Design of the improvements was completed in early 2018. Right-of-way and easement acquisitions were completed in late 2018.  The Town received concurrence from CDOT to advertise for construction in December of 2018.  Staff will report CDOT‘s concurrence for construction at the meeting scheduled for March 5, 2019.

 

Construction of the roadway widening is scheduled to begin April 1, 2019 and will be completed in early winter of 2019 

 

The Town solicited construction bids for the construction of Founders Parkway and Crowfoot Valley Road Improvements via Rocky Mountain BidNet.  Bids were received from two contractors and the pricing is summarized below:

Engineer’s Estimate

While the bids were over the engineer’s estimate of $2,913,915, the Town evaluated the bids and found them to be in reasonable conformance with the engineer’s estimate and current bid pricing. The increase is generally attributable to the time between when the estimate was prepared and when the project went to bid and is consistent with the current bidding environment.

 

Concrete Express, Inc. is the confirmed lowest bidder, having met the minimum qualifications as required by the contract.  Construction is anticipated to begin April 2019 and be substantially complete within 200 days, early winter weather permitting.  

 

Budget Impact

 

There are sufficient funds in this current budget to complete this work.  Staff has consulted the Finance Department and they agree with the proposed funding. 

 

Additional funds for Construction Management and construction materials testing to include a project inspector via a contract with the Project’s design consultant, Kimley Horn & Associates, in the amount of $209,580.  These additional funds will be included in a 2019 budget amendment as a supplemental budget request.  Funds are available in the Transportation Fund’s fund balance for this forthcoming amendment.

 

Staff Recommendation

 

Staff recommends Town Council approve the Resolution awarding a Construction Contract to Concrete Express, Inc. for the SH-86 Founders Parkway and Crowfoot Valley Road Improvement Project in the amount of $3,549,166.40, plus a 10% staff-managed contingency in the amount of $350,833, for a total project authorization of $3,900,000.
