Executive Summary

 

Public Works staff is seeking Town Council’s approval of a Resolution (Attachment A) awarding a construction contract (Exhibit 1) to Premier Earthworks & Infrastructure (PEI) for the Crowfoot Valley Road Stormwater Detention Pond Improvement Project in the amount of $282,243, plus a 10% staff-managed contingency in the amount of $28,487, for a total project authorization of $310,730.  This project is funded through the Transportation Fund and is located at the northeast corner of Crowfoot Valley Road and Founders Parkway (see Attachment B).  Improvements to the existing detention pond are required to support the proposed SH-86 (Founders Pkwy.) and Crowfoot Valley Road Improvement Project and requirements for the Town’s MS-4 permit. Work to be performed under this contract generally includes grading of the existing detention pond, modifications to the existing pond to make improvements to increase the water quality abilities (or storage) in order to bring the pond into compliance with current environmental standards.  The project is scheduled to be completed by Spring of 2019.

 

Notification and Outreach Efforts

 

During the design process, Town staff and the Engineer, Kimley-Horn, held multiple public outreach meetings with the adjacent neighborhoods. The outreach meetings allowed the residents to review the proposed improvements, in the early stages of design, and to provide comments to the Town for consideration.

Staff is scheduled to present this item to the Public Works Commission on February 4.  Their comments and recommendation will be presented to Council during the presentation

 

Discussion

 

The SH-86 (Founders Parkway) and Crowfoot Valley Road intersection has been identified by the Town and CDOT as experiencing an elevated accident rate, in addition to traffic congestion during peak traffic hours.   The Town was awarded a $1,602,000 grant from CDOT through the FASTER Safety Fund Program to make safety and operational improvements to the intersection.  Construction of the roadway widening is scheduled to begin in spring of 2019.  In order to remain compliant with current Town and State criteria, improvements to the detention pond will provide additional storage volume and water quality within the existing detention pond which are required.  Construction of the detention pond is scheduled for the winter of 2019 and should be completed prior to the construction of SH-86 and Crowfoot Valley Road intersection project.    

 

The Town solicited construction bids for the construction of the detention pond via Rocky Mountain BidNet.  Bids were received from eight (8) contractors and the pricing is summarized below:

The Engineer’s estimate is much lower than the bids received.  The higher cost is primarily related to the three (3) major concrete items: structural elements, trickle channel and retaining wall due to concrete price increases over the last half of 2018. 

 

PEI is the confirmed lowest bidder, having met the minimum qualifications as required by the contract.  Construction is anticipated to begin in February 2019 and be substantially complete within 60 days, weather permitting.  

 

Budget Impact

 

This project will be funded through the Transportation Fund Account #135-3175-431-78.39.  Total project costs, including contingency, are $310,730.  There are sufficient funds in this current budget to complete this work.  Staff has consulted the Finance Department and they agree with the proposed funding. 

 

Although the project to complete the upcoming SH-86 and Crowfoot Valley road work has not been bid, staff anticipates that addition funds will be necessary for this budget line item.  These additional funds will be included in a 2019 budget amendment as a supplemental budget request once bids are opened and appropriate amount determined.  Funds are available in the Transportation Fund’s fund balance for this forthcoming amendment.

 

Staff Recommendation

 

Staff recommends Town Council recommend the approval of a Resolution awarding a construction contract to Premier Earthworks & Infrastructure, Inc. (PEI) for the Crowfoot Valley Road Stormwater Detention Pond Improvement Project in the amount of $282,243, plus a 10% staff-managed contingency in the amount of $28,487, for a total project authorization of $310,730.
