Executive Summary

 

The purpose of this memorandum is to update the Castle Rock Water Commission on the 2019 rates and system development fees for Castle Rock Water compared to surrounding areas that we benchmark against.  Please see the attached charts (Attachment A).

       

Rates

 

The good news is that Castle Rock Water is moving in the right direction with the 2019 adopted rates compared to those we benchmark against.  More importantly, we are moving in the right direction relative to other South Metro water providers, those shown in green on the charts.  All the water providers in the attached charts are reflective of a mill levy if applicable.  This information is posted to our website so customers can see how we compare.  Being competitive with our neighbors is a key goal in our Financial Management Plan.

 

System Development Fees

 

On system development fees, Castle Rock Water actually moved to the right.  This is likely reflective of the high level of growth and the fast pace we are seeing and the need to keep up with infrastructure and water supply needs.  For example, increases to system development fees have had to account for the expansion of the wastewater treatment plant.  In addition, increases have had to account for new deep wells that were not previously in our long-term plan.  These wells are needed to fill the gap between the time that some of our renewable water projects will be complete.
