Executive Summary
At its December meeting, the Public Art Commission approved the selection of artists Mary Williams and John King for the public art project at Philip S. Miller Park. The artists will design, fabricate, finish, deliver and install an original kinetic sculpture in 2019.
Since the selection was approved, staff have since coordinated with the Town’s Legal, Finance and Town Manager’s offices to solidify the project’s next steps. Staff will seek Council approval on Jan. 22. Once approved by Council, staff will work to execute the final contract with the artists.
After the contract is fully executed, the working drawings for the final design will commence; the final drawings will be sent to the Public Art Commission for comment.
After roughly two-thirds of production, the Commission will view the piece and help determine its final colors.
The artists will also coordinate with the Commission and Town staff to determine a final location within the park.
Budget Impact
In its entirety, this project will cost $50,000. Since the purchase was originally budgeted as a 2018 expenditure, the Finance Department processed a budget transfer to move the available Public Art Funds from 2018 to cover the capital expense in the 2019 fiscal year. A future budget amendment will therefore not be required.
Art commissioned by the Town of Castle Rock is funded through the Philip S. Miller Trust Fund not through taxpayer dollars.
Staff Recommendation
Staff recommend that Commissioners review the proposal (Attachment A) and the details outlined above to provide future direction as deemed necessary.
