Discussion/Direction: 2019 Meeting Schedule and Consideration of Future Work Sessions

Executive Summary
Attached is the staff memo from the previous Council meeting. Staff recommends that as opposed the original proposal for additional meeting dates, we use the last planned Tuesdays in January, February and April (January 22, February 19, and April 16) to start with a work session format from 5 pm to 7pm, and then conduct necessary Town business beginning at 7pm. This does not add additional meeting dates for Council, it will make those regularly scheduled Tuesday meetings longer.
We would also have a work session on March 12 but cancel the 2nd Tuesday meeting during Spring break. We will also ask Council to authorize an ordinance to Town Code (Section 2.02.070) which states that “no public comment will be taken” at work sessions, if that is desired. Regardless, public comment will be available at the conclusion of the study session during the unscheduled public appearances at the regular meeting.
If Council desires further discussion/direction on moving the Council dates to Mondays, staff would offer comments that several Town/federal holidays fall on Mondays necessitating further altering of traditional schedules and adjustments for some public notification and preparation work would need to be altered if we moved to Mondays.
