Discussion

 

As the new Council is sworn in and the end of year draws closer, it is helpful to set out a listing of some current issues, along with a forecast of the 2019 major projects list.

 

The following is a list of current topics and major issues expected on into 2019 - as with any forecast, it is subject to change! These items were approved by Council in the budget, with a number of projects already underway.

 

Current priority: Ensuring outstanding public safety

Add five new Police Department positions: One officer to staff the mental health co-responder program, one School Resource Officer assigned to service both Castle Rock Middle School and Mesa Middle School, two dispatchers, and one crime analyst

Adopt and begin implementation of the 2019-2023 Police Department Strategic Plan

Add one new position in the Fire and Rescue Department: Operations Assistant

Update and publish Castle Rock Fire Department’s three-Year strategic plan

Update and publish Castle Rock Fire Department’s master plan

Finalize and adopt the Community Wildfire Protection Plan

Design and build the classroom building for the Town’s Public Safety Training Campus

Operating the new Fire Station 152 in Crystal Valley Ranch for a full year

 

Current priority: Enhancing our transportation

Continue annual pavement maintenance program and street reconstructions. Major street reconstruction includes Butterfield Crossing Drive, and a segment of Plum Creek Parkway east of Gilbert Street

Widen Plum Creek Parkway east of Gilbert Street to Eaton Circle, including constructing a roundabout at Eaton Street

Complete capacity improvements at the intersection of Founders Parkway and Allen Way

Complete improvements at the intersection of Founders Parkway and Crowfoot Valley Road

Finish construction of a roundabout at Wolfensberger Road and Coachline Road

Install two mast-arm style traffic signals: one at Factory Shops Boulevard and New Memphis Court, and one at Meadows Boulevard and Future Street (hospital entrance)

Complete construction of the Public Works Service Center addition and relocate staff

Complete Transit Feasibility Study

Complete and consider recommendations from the Downtown Mobility study

Continue work on Crystal Valley/I-25 Interchange financing plan (ROW acquisition underway)

 

Current priority: Securing our water future

Design and build upgrades to the Plum Creek Water Purification Facility (PCWPF) for reuse water

Design and build a pipeline and pump station from the Town’s new diversion and reservoir north of Sedalia to deliver reuse water to PCWPF

Complete take down of 1,000+ acre feet of WISE water from the Douglas County option and continue design/construction of additional needed future WISE infrastructure

Complete design and construction of the new Lanterns deep groundwater well facilities

Complete a program to update outdoor water budgets for non-residential customers consistent with their irrigated areas and landscape types

Update Castle Rock Water Department’s five-year strategic plan

Continue implementing the financial management plan to minimize rate and fee changes

 

Current priority: Maintaining strong Parks and Recreation

Complete Deputy Zack S. Parrish III Memorial Park, the Town’s next neighborhood park in The Meadows, near Aspen View Academy

Extend the East Plum Creek Trail south 2 miles to Crystal Valley Parkway, using $1 million in grant monies from Great Outdoors Colorado

Plan and construct $600,000 of neighborhood park improvements

Execute the Metzler Ranch Park synthetic turf replacement project to conserve 6-million gallons of water annually

Select and design the Town’s next neighborhood park

Continue to expand the recreational opportunities at Rueter-Hess Reservoir

Repair the parking lot and purchase a new golf cart fleet for Red Hawk Ridge Golf Course

Replace $320,000 of fitness equipment and the HVAC system at the Recreation Center

Install a new boarding system on the small synthetic-turf field at the Miller Activity Complex

Long Term needs assessment for recreation facilities

 

Current priority: Supporting economic development

Contribute to Arapahoe Community College’s Collaboration Campus project

Complete updates to Title 17, zoning ordinance and Title 19, sign code and add language that allows Council to legally revisit and make decisions on older PD’s

Coordinate with Craig and Gould property owners to prepare a C&G overlay district

 

Current priority:  Managing Town finances conservatively

Complete the 2019 Community Survey

Complete the 2020 Budget, along with the annual five-year financial plan and five-year Capital Improvement Program

Continued improvements in Town IT, HR and other internal operations
