Resolution Approving an Intergovernmental Agreement Between the Town and Douglas County Concerning Funding of the Founders Parkway and Allen Way Intersection Improvement Project

Executive Summary
The purpose of this item is to provide Council with information to consider the approval of a Resolution (Attachment A) for an Intergovernmental Agreement (IGA) between the Town of Castle Rock and Douglas County for their financial participation in the construction of the Founders Parkway and Allen Way Intersection Improvement Project. This IGA will commit $250,000 of County funds toward the cost of the construction of the Project. The County recognizes that these project improvements provide operational improvements on a State roadway that has benefits to transportation stakeholders outside of the Town’s boundaries.
After the award of the construction contract for this project, the Town may provide the County with an invoice requesting the full County contribution. The Town, at its sole discretion, has the option to delay invoicing the County for up to twenty-four (24) months from the date of execution of this IGA. The County shall pay the Town within forty-five (45) days after the County has received a written invoice from the Town.
The Town’s Legal and Finance Departments have reviewed the IGA, including the project funding provisions, and have approved it.

Public Works Commission, at its December 3, 2018 meeting, voted unanimously to recommend approval of this resolution to Town Council.
Staff Recommendation
Staff and the Public Works Commission recommend Town Council to approve the Resolution approving the Resolution approving the IGA with Douglas County Concerning Funding of the Founders Parkway (SH-86) and Allen Way Intersection Improvement project.
