Executive Summary
The Council Community Grant Program (CCGP) has an annual budget of $8,000 funded by the Town Council Non-profit Grant Account in the General Fund. The Town disburses funds for the grants quarterly in $2,000 increments to non-profit organizations within the Castle Rock community. Individual grants cap out at $500 per request. The Town of Castle Rock Finance Department receives the applications, reviews them for eligibility and presents the grant requests to Town Council.

The purpose of this memo is to present three applications to Council for consideration and approval.
Discussion
The General Fund acts as the source of monies for The Council Community Grant Program. Specific nonprofit organizations for community-based projects receive CCGP funds. Organizations may apply on an as-needed basis, and staff reviews applications quarterly.
Eligible project areas for CCGP include projects which contribute to Castle Rock’s “quality of life” with special emphasis on:
• Youth programs and activities
• Senior programs and activities
• Community based environmental and sustainability programs and activities
• Community based performing and visual arts programs and activities
Applications not approved in the previous quarter would remain eligible for approval upon resubmission by the applicant if the request remains valid upon the next quarterly review.
Attachment B lists organizations and the amounts awarded for the 2016-2018 Council Community Grant Program.
Brief Overview of Applications:
Castle Rock Band requests $500 - The band requests funds to cover costs for rehearsal spaces and to borrow music from a lending library.
Eligible Project Area: Community-based performing visual arts programs and activities
Castle Rock Chorale requests $500 - The organization requests assistance with expenses including music purchases and amounts paid to guest performers.
Eligible Project Area: Community-based performing visual arts programs and activities
Spellbinders requests $500 - The organization would like to offer professional training to existing volunteers to support their ongoing skill development. This helps them continue to provide the excellent art of storytelling in numerous classrooms throughout the 2018-2019 school year. In addition, these funds would support upcoming training in January that focuses on new members. Associated costs with this training that spans weeks include training materials, background checks and miscellaneous enrollment costs.

Budget Considerations
The 2018 budget includes $8,000 ($2,000 available for each quarter) in the Town Council Non-profit Grant Account in the General Fund for the 2018 Council Community Grant Program.

Staff recommends Council approve the following awards to the non-profit organizations presented in this grant cycle.
