Executive Summary
The purpose of this item is to provide Council with information to consider the approval of a Resolution (Attachment A) for the First Amendment to the Intergovernmental Agreement (IGA) with the Colorado Department of Transportation (CDOT) for the Founders Parkway (SH 86) and Allen Way Intersection Improvement Project. This amendment identifies the additional Federal contribution in the amount of $132,000 to be used to reimburse the Town for the cost of design and construction of new signal poles for this project.
The Town’s Legal and Finance Departments have reviewed this First Amendment to the IGA, including the project funding provisions and have approved it.

• January 9, 2017 Public Works Commission provided a formal recommendation to Town Council to approve Resolution No. 2017-010 (A Resolution Approving an Intergovernmental Agreement Between the Town of Castle Rock and Colorado Department of Transportation for the Design and Construction of the Founders Parkway (SH 86) and Allen Way Intersection.
• January 17, 2017 Town Council Approved Resolution No. 2017-010
• Public Works Commission, at its December 3, 2018 meeting, voted unanimously to recommend approval of this Resolution to Town Council.
Discussion
The Town requested additional funding to the project for the design and construction of the new signal poles that were in need of replacement. CDOT determined that this request was valid and has offered to revise the IGA adding an additional $132,000 for the design and construction of new signal poles. This amendment to the IGA will not have any impact to the construction schedule. The current schedule forecasts construction to begin in the Spring of 2019 and be completed in the Fall of 2019.
Budget Impact
To meet the Town’s financial obligation under the IGA, an increase in project expenditures will be needed in the amount of $132,000. These funds will be reimbursed to the Town from CDOT once the signal poles have been installed. The Finance Department has indicated that sufficient project budget is available to cover this expenditure.
Staff Recommendation
Staff and the Public Works Commission recommend Town Council to approve the Resolution approving the First Amendment to the IGA with CDOT for the Founders Parkway (SH86) and Allen Way Intersection Improvement project.
