Executive Summary
Second Reading - Approved on First Reading on November 6, 2018 by a vote of 6-0.
The Transportation Design Criteria Manual (TDCM) is the primary resource followed by Town staff and developers during design of transportation infrastructure. As construction specifications, technology, and industry standards change, the Town must update its standards in order to stay current with practices that are geared toward our transportation stakeholders’ interests. The draft ordinance (Attachment A) to amend the appropriate section of the Town’s Municipal Code in order to adopt the revised TDCM is attached. Town Council approval of this item is requested.

The last ordinance amendment updating the TDCM was approved by Town Council in September, 2012.
Discussion
Town staff routinely reviews criteria manuals to ensure they are complying with the latest state, federal, and industry standards. The purpose of this is not only to stay compliant with any new legislation, but to provide transportation infrastructure that is keeping pace with stakeholders’ needs. The last time the TDCM was updated was in September of 2012. Since that time, staff has collected questions and comments from internal and external stakeholders for review for future manual updates. The comments were vetted in multiple meetings with Public Works and Development Services staff, checked against the latest standards, and compared to accepted practices at similar Colorado municipalities.
Staff also kept the development community informed as the manual was updated. At the quarterly Castle Rock Economic Development Colorado (EDC) meeting on August 15, 2018, staff informed stakeholders that the TDCM was being updated and invited any interested parties to attend a subcommittee meeting to go over the proposed changes. The subcommittee meeting was held on August 29, 2018. Staff presented the proposed changes, the rationale for the updates, and answered questions. The Table of Proposed Manual Updates (Attachment B) was provided to the attendees of both meetings. Questions were minimal and no changes to the proposed updates were made.
Budget Impact
The Table shown as Attachment B includes approximate cost implications for each of the proposed manual updates. Town projects will be expected to adhere to the revised manual upon its adoption however any increased costs to construction budgets will be offset by the expected extended useful life of the infrastructure.
Staff Recommendation
Staff recommends the Town Council approval of the ordinance amending Section 15.42.010 of the Castle Rock Municipal Code adopting by reference as a primary code the 2018 Transportation Design Criteria Manual.
