Executive Summary
We have been working as a team for the last year on the updates to the technical standards, design and review criteria. Our goals were to clarify points that were commonly not well understood, address changes in best engineering practice or industry standards, promote more conformity with the standards of neighboring municipalities, and ensure long-term operability and reliability of newly constructed water and wastewater systems. We have engaged the development community to ensure their input and to allay any concerns on their part. The Ordinance amending sections 15.38.010 and 15.40.010 of the Castle Rock Municipal Code, adopting by reference as primary codes the Water System Design 2018 Criteria Manual and the Wastewater Collection Design 2018 Criteria Manual, is included (Attachment A).
Notification and Outreach Efforts
The team organized by Castle Rock Water met regularly to review the updates to the development procedures and the technical manuals for water and sewer. Proposed changes were vetted with the Castle Rock Water Operations Group, the Public Works Inspectors and the Development Services Technical Review Committee. Members of the Developers Roundtable were offered a chance to discuss the proposed changes at a special meeting held on August 29, 2018.

The proposed changes were presented to the Castle Rock Water Commission on October 24, 2018. The Castle Rock Water Commission voted unanimously (7-0) to recommend approval to Town Council.
Discussion
The Water System Design 2018 Criteria Manual (Attachment B) and the Wastewater Collection Design 2018 Criteria Manual (Attachment C) have been vetted through the various stakeholders. These updates will bring the manuals current. The manuals were originally developed in 2012 to update and replace Section II of the 1999 Public Works Regulations. When the 1999 Public Works Regulations were adopted, the Utilities Department (now Castle Rock Water) was part of the Public Works Department; therefore, all of the transportation and utilities criteria resided within the Public Works Regulations. The manuals were last revised in 2012.
Water System Design 2018 Criteria and Wastewater Collection Design 2018 Criteria Manuals:
The Water System Design 2018 Criteria Manual and the Wastewater Collection Design 2018 Criteria Manuals contain the policies and minimum technical criteria for the planning, analysis and design of potable water and wastewater-collection systems in the Town, as well as areas served by the Town through any extraterritorial service agreements. The manuals outline requirements for utility reports and plans, analyses and designs. The primary goal of revising the manuals is to bring criteria up to current construction and design standards.
Budget Impact
There are nominal increases to developers due to the elimination of six-inch water pipe from future distribution system piping; staff estimates the cost at $5.00 per linear foot.
Staff Recommendation
Staff recommends that the Town Council approve the updates to the Criteria Manuals.
