Resolution Approving the Town of Castle Rock Construction Contract with Hudick Excavating, Inc. for the Construction of the East Plum Creek Trail Phase 5

Executive Summary
The East Plum Creek Trail travels 6 miles along the riparian corridor, north to south from Castle View High School to South Perry Street. The trail is the Town’s most widely used paved trail and is part of a larger statewide network, the Colorado Front Range Trail (CFRT). The CFRT will eventually connect communities along the Front Range from Wyoming to New Mexico.
The purpose of this project is to extend the existing trail 2.05 miles from South Perry Street to Crystal Valley Parkway. The 10-foot-wide, multi-use paved trail will be ADA accessible. A project map can be referenced in Attachment B.
On October 7, 2016, Get Outdoors Colorado (GOCO) awarded the Town of Castle Rock with a $1 million grant to partially fund Phase 5. The Town has three years from the award date to complete project construction. Upon completion, the Town will receive the supplemental funding from GOCO.
On September 27, 2018, staff held a mandatory pre-bid meeting in which twenty contractors attended. Eleven bids were received on October 4, 2018 and local contractor Hudick Excavating, Inc. provided the lowest responsive bid in the amount of $1,865,434.
In addition to the base bid, two alternates were requested to be priced. Alternate one includes the addition of a soft surface trail adjacent to the paved trail ($8,370); alternate two includes two years of landscape maintenance ($18,110). Hudick Excavating Inc. provided a total bid of $26,480 for both alternates.
Staff recommends that Town Council approve a construction contract with Hudick Excavating, Inc. for the base bid ($1,865,434) and alternates one and two ($26,480) for $1,891,914. Additional project costs will include permit and material testing ($22,201) and a 10% Town-managed contingency ($189,192), resulting in a total project cost of $2,103,307. Upon approval, project construction will commence in November 2018 and will be completed in September 2019.
Notification and Outreach Efforts
Park staff worked closely with adjacent property owners to acquire the necessary right of way during the project’s initial engineering and design.
On February 3, 2017, staff introduced the project to the public during Castle Rock Fire and Rescue’s Station 152 open house.
On October 18, 2017, residents, Councilmembers and the Parks and Recreation Commission were invited to a special preview event to walk a portion of the future trail alignment. A press release for this event was issued on October 4, 2017.
History of Past Town Council, Boards & Commissions, or Other Discussions
On July 19, 2016 Town Council unanimously approved a resolution supporting an application for a Connect Initiative grant through Get Outdoors Colorado (GOCO) for the East Plum Creek Trail Phase 5 project.
In 2017, Town Council approved $2 million in the 2018 budget for trail construction.
On May 15, 2018 Town Council approved a resolution authorizing an agreement between the Town of Castle Rock and GOCO for the Connect Initiative grant.
Budget Impact
Of the eleven bids received, Hudick Excavating Inc. provided the lowest responsive bid for the project with a base bid in the amount of $1,865,434.

This project will be expensed to Annual Trail Improvements account (110-5275-452.75-14). This project will be funded by a $1,000,000 grant through Great Outdoors Colorado, as well as the Annual Trail Improvements allocation. The original budget allocation for construction totaled $2,000,000. The additional need of $103,307 is included in the requested Second Amendment to the 2018 Budget as presented at the October 16, 2018 Town Council meeting.
Staff Recommendation
Staff recommends approving a construction contract between the Town of Castle Rock and Hudick Excavating, Inc. for the construction of the East Plum Creek Trail Phase 5 in the amount of $1,891,914 and a $189,192 Town-managed 10% contingency for a total of $2,081,106. Additional permitting and materials testing of $22,201 will result in a total project cost of $2,103,307.
