Executive Summary

 

As a follow up to the Town Council work session conducted on September 12, 2018 on the status of the Crystal Valley / I25 interchange, staff has continued to develop possible funding options for the project, including reprioritization of our current CIP transportation planning through 2020, also analyzing development requirements related to the project.

 

All of the materials which were developed for the work session has been placed on the Town’s website at this location:

Staff will make reference to some of these materials during our discussion at the October 2 meeting. Additionally, Finance and Manager staff is meeting with the Town’s financial advisor to further develop possible funding options. Staff also has scheduled a meeting with CDOT on the project and exploration of State/Federal funding for later this month. All of this work is intended to produce a number of funding options for the stakeholders, community, and ultimately Town Council to consider. With further refined funding options in place, staff believes it will be appropriate to have a series of meetings with impacted/interested property owners and other stakeholders in the area to weigh the viability of any possible funding options developed. Again, the staff plan to further develop a robust menu of possible funding options, vet those with potential funding contributors, hold public meetings to further obtain property owner and community input, all with the goal of providing Council with the best options to chart a feasible path forward.

 

We also understand that Gregg Miller, Greenwood Development Group, desires to present at the October 2 meeting. His email is attached.

 

Action Requested

 

Direct staff to continue to develop funding options and community input for the planned Crystal Valley / I-25 interchange.
