The Ordinance was approved on first reading on September 4, 2018 with a vote of 6 to 0 with no changes.

 

Executive Summary

 

Town staff provided an overview of the Proposed 2019 Budget to Town Council and the community at the August 21, 2018 Council Budget work session.  At this meeting, an overview of strategic budget priorities was addressed along with a review of specific budget requests by the Fire and Rescue Department, Police Department, Public Works, Castle Rock Water, and Parks and Recreation.  Additionally, individual meetings occurred between the Town Manager and Council members to review budget requests as included in the Proposed 2019 Budget that was presented on August 21, 2018.

 

The budget includes requested increases for Impact Fees that are reflected in the 2019 Budget. Golf green fees are to increase in 2019 as well and are incorporated in to the 2019 Budget. Castle Rock Water will be presenting their proposed Rates and Fees, which includes System Development Fees (SDF), for Council consideration at tonight’s meeting.

 

On August 28, 2018, Town staff held an open house to discuss Proposed 2019 Budget considerations with Castle Rock citizens.  Staff estimates 25 - 30 people attended the budget open house.  A total of seven comments were received, which were overall positive, though one does note some concerns about growth.

 

The Proposed 2019 Budget is being presented tonight on first reading, with second and final reading planned at the September 18, 2018 Town Council meeting.  Public hearings/public input on the proposed budget will be conducted at both meetings.  Readings of a resolution approving the 2019-2021 Balanced Financial Plan, a resolution approving the 2019-2023 Five-year Capital Improvement Plan, and first reading of an ordinance levying general property taxes for the year 2018, for 2019 collection, are also planned for the September 18, 2018 meeting. 

 

Attached to this memo are the ordinance to adopt the budget on first reading (Attachment A), the 2019 Budget Message (Attachment B), which provides an explanation and summary of the proposed budget and major issues, and the presentation slides used in tonight’s presentation (Attachment C).  The complete Proposed 2019 Budget, along with revenue and expenditure detail and a budget-in-brief document, is available on the Town’s website at CRgov.com/2019Budget.
