Executive Summary
The purpose of this memo is to request Town Council’s approval of a Resolution (Attachment A) approving the First Amendment to the Town of Castle Rock Services Agreement between the Town of Castle Rock and Kimley-Horn Associates, Inc., for the Plum Creek Parkway Widening and Plum Creek Parkway/Gilbert Street Roundabout Project Design.
The First Amendment to the Services Agreement approves additional funding and time required for incorporating the following enhancements resulting from public input:
• Guardrail - (Additional Time)
• Rapid Flashing Beacons - (Additional Time)
• Design of the Plum Creek Parkway and Eaton Street Roundabout - (Additional Time and Funds)
• Design 8-foot Wood Sound Fence for Plum Creek Parkway - (Additional Time and Funds)
Time addition for design completion will be extended to January 11, 2019.
The Public Works Commission is scheduled to review this item on September 10, 2018. They will provide a formal recommendation to Town Council, which staff will provide during the presentation at the Town Council meeting.
Budget Impact
Additional funding to accommodate the proposed changes will need to be included in future budget amendments. Funds will be included in a future amendment to the 2018 Budget for additional design services with Kimley Horn in the amount of $94,580 for a roundabout at Plum Creek Parkway and Eaton Street, $25,455 for design of an 8-foot wood sound fence, and $100,000 for additional right-of-way acquisition costs, for a total of $220,035 in added 2018 funds. Current available appropriation which is intended to be utilized at a later date for other projects is available in the transportation Capital Funds to cover an amendment to the contract with Kimley Horn, until the 2018 budget amendment can be completed. Funding for additional construction of these enhancements, in the total amount of $1,055,000, will be included in a future budget amendment to the 2019 proposed budget. The incorporation al all of these enhancements will force the project to widen Hwy 86 between Ridge Road and Enderud Blvd. to slip out of the current 5-year fiscally constrained CIP by plan by one year.
Staff Recommendation
Town Staff recommends the Town Council to approve the Resolution as introduced by title.
