Executive Summary

 

The Public Art Commission identifies priorities and goals concerning the acquisition of art for public buildings and parks within Castle Rock. In October, 2017, Castle Rock Town Council adopted the Castle Rock Public Art Commission Public Art Plan. This plan functions as a guide for public art initiatives initiated through the Commission.

 

A key goal identified in the Public Art Plan is to commission a new public art project at Philip S. Miller Park to deepen the visitor experience. Recommended by the Parks and Recreation Department as a fitting location for high-quality, permanent artwork, Philip S. Miller Park represents an opportunity to commission unique, site-specific artwork that reflects Castle Rock’s charm, people and beauty. Artwork at this site could have many purposes - from welcoming guests to serving as a wayfinding tool or engaging visitors.

 

Town staff sent out a call for entries to solicit proposals from artists for the project in June 2018. The request for proposals (RFP) can be viewed in Attachment A and outlines the project’s scope and specifications. Five artists submitted proposals; one was disqualified for not meeting the base qualifications set forth in the document. The artwork of qualified submissions can be viewed in Attachments B-E.

 

It is now the intent of the Commission to work with the assembled Selection Committee to guide and select an artist and sculptural piece for the project. Once a project is solidified, the Commission will make a recommendation to Town Council who will have the final approval of the selected art. Town Council and the Selection Committee also have the right to reject any and all of the submitted proposals. Once approved, staff will work the artist(s) on finalizing contract and payment details in early 2019. The project’s installation will likely commence spring or summer 2019.

 

History of Past Discussions

 

At the August 2018 Public Art Commission meeting, Commissioners directed staff to gather supplemental information related to several of the RFP submissions. Matt Babcock provided sketches with preliminary budget details. Babcock’s original proposal is updated with this information in Attachment C. Mary Williams and John King also submitted proposed budgets per staff’s request; their original proposal was also updated and can be viewed in Attachment D. Lastly, Nick Geurts and Ryan Elmendorf also provided budget information as requested and noted that both the sound and light levels of any of their projects can be adjusted to fit the needs of the park. Guerts and Elmendorf’s communication is included in Attached E. Staff did not contact the additional finalist, Carl Wright, for supplemental information as it was not deemed necessary by the Commission.

 

Staff Recommendation

 

Staff recommends that the Commission and Selection Committee review the proposals received and provide staff any resulting direction.
