Executive Summary

 

Five pre-qualified bids for construction of The Meadows neighborhood park were received on August 13 and Goodland Construction Inc. provided the lowest responsive bid, in the amount of $2,466,165. This bid price, in addition to the selected alternate and contingency, result in a construction cost of $2,629,128.

 

$2,638,000 is available in 2018 through the Parks and Recreation Capital Fund (impact fee fund) and Conservation Trust Fund to fund the project. 

 

Notification and Outreach Efforts

 

Park staff has worked closely with the adjacent community since the selection of the Landscape Architect, Norris Design.  Two open houses were held on February 5 and March 28 at Aspen View Academy charter school, which sits adjacent to the future park. Additionally, an online survey was issued, allowing citizens to “vote” on items such as which design they preferred, what types of uses they would like to see in the park, and what activities they would like.

 

History of Past Town Council, Boards & Commissions, or Other Discussions

 

As part of the August 2017 Parks and Recreation Commission meeting, a tour of the following potential park development areas in Crystal Valley, Castlewood Ranch, Cobblestone Ranch, Terrain and The Meadows neighborhoods was given.  The intent of the tour was to provide supporting background information to offer a recommendation to Commission for selecting the next neighborhood park location.

 

At each site, an overview was provided based on the following selection criteria:

 

                     Existing nearby public and private recreation amenities;

                     Existing nearby access to open space and trails;

                     Anticipated cost of development;

                     Recreation programming potential;

                     The current population density and projected growth rate for the site’s surrounding area; 

                     The site’s operational budget impact

 

In addition to the tour mentioned above, two public meetings were held to gather public input for selecting the location for the next neighborhood park. An online survey was also posted to the Town’s website for a one-month period.  Of the responses received, 58.7 percent indicated that The Meadows neighborhood park site was their first priority for development.

 

On September 20, 2017, the Parks and Recreation Commission approved a motion to select Meadows F18 Lot 2 as the next neighborhood park site. Town Council also approved this motion on October 3, 2017.

 

On December 12, 2017, a Service Agreement with Norris Design was executed in the amount of $147,604 to develop construction plans for The Meadows neighborhood park site. Since the execution of the agreement, Norris Design created three unique designs for the park, which were used in both the open houses as well as in the online surveys. 

 

Discussion

 

Contractors were invited to participate in the bidding for the five-acre Meadows neighborhood park site, located at 2020 Fiddle Road on July 23.  Following bid opening, staff held a mandatory pre-bid conference on July 31 in which thirteen general contractors attended. The sealed bids were due on August 13 at the Miller Activity Complex. At this time, five pre-qualified bids were received, opened and read aloud. 

 

Of the five bids received, Cooper General Contractors appeared to provide the low bid for the project with a base bid of $2,192,587.40. However, their bid was incomplete as it was missing values.  Cooper realized this and sent an email the following day, stating they had an $183,000 mistake in the play equipment line item.  Additionally, Cooper did not provide other items that were required to be included such as the subcontractors list, a schedule and adequate local experience.  As a result, Cooper General Contractors withdrew their bid. Goodland Construction Inc. is the low responsive bidder for the project.

In addition to the base bid, one alternate was also requested to be priced. The selected alternate is listed below along with the pricing provided by Goodland Construction Inc.

Taking the base bid ($2,466,165) and the alternate ($2,500) into consideration, the total contract price with Goodland Construction Inc. will be $2,468,665.

 

In addition to the contract price with Goodland Construction Inc. ($2,468,665), a Town managed contingency ($160,463) for total construction cost of $2,629,128.

 

Budget Impact

 

The overall costs are allocated for and will be funded from the Parks and Recreation Capital Fund and Conservation Trust Fund. Design costs totaling $200,000 were originally budgeted in 2017 and carried over to 2018 based on actual project timing.  There is $2,038,000 available in Parks and Recreation Capital Fund and $600,000 available in Conservation Trust Fund. 

 

At this time, the request is the endorsement for a Council resolution for a construction contract between the Town of Castle Rock and Goodland Construction Inc. for the construction of The Meadows neighborhood park in the amount $2,468,665 and a $160,463 Town managed contingency for total construction cost of $2,629,128.

Staff Recommendation

 

Staff recommends approving a construction contract between the Town of Castle Rock and Goodland Construction Inc. for the construction of The Meadows neighborhood park.
