Resolution Approving a Memorandum of Understanding (MOU) Regarding the Douglas County Sub-Regional Transportation Forum

Discussion
The Denver Regional Council of Governments (DRCOG) every four years implements the Transportation Improvement Program (TIP), which identifies and allocates federal and state funds for transportation projects in the Denver region. For the upcoming 2020-2023 TIP process, a new “dual model” approach will be applied. It will provide an opportunity to fund sub-regional priority projects in addition to regional priority projects. Sub-regional projects typically serve a smaller area, like a single county, but have regional impacts. Regional projects are typically larger in scope and serve more than one county.
The “dual model” divides federal funds into two funding sources. A regional funding source is intended to fund regionally significant projects, while the sub-regional funds are intended to fund projects at the sub-regional or county level. There are eight counties or sub-regions in the DRCOG area. Douglas County is one of the sub-regions that will receive federal and state funds for transportation projects. It is currently estimated that the County sub-region will receive approximately $23 million over the three years.
Each sub-region or county is made up of local agencies and eligible entities (e.g. CDOT or RTD). The Douglas County sub-region consists of eight local agencies, including the Town of Castle Rock, and other eligible entities. Each agency is allowed to submit projects for potential funding. Castle Rock and the County have been allocated, up to five project applications.
The Douglas County sub-region drafted a Memorandum of Understanding (MOU) with multiple contractually binding provisions. The MOU outlines the process and manner in which the TIP will be administered and coordinated in the Douglas County sub-region. However, final approval of both the regional and sub-regional TIP process and projects still needs to be approved by the DRCOG Board.
Staff Recommendation
Staff recommends approval of the MOU through Resolution and any minor edits or amendments that may occur is recommended.
