Executive Summary
This Resolution appoints the Board of Directors to the Villages at Castle Rock Metropolitan District No. 9 (“District”) in accordance with the Special District Act, which authorizes the Town Council to take such remedial action where there are no duly elected Directors.
Discussion
The Villages at Castle Rock Metropolitan District No. 9 District Board (“Board”) is entirely vacant and the Board is unable to take any formal action, which has resulted in the interruption of services provided by the District. The Town Council is authorized to appoint individuals to a district’s board of director if the district’s board is entirely vacant and failure to appoint directors to the Board would result in further interruption of services to be provided by the District. Upon reappoint to the Board, the proposed directors will schedule a regular special district election to be held November 6, 2018. The three board seats being filled by this appointment will be up for election in November.
Staff Recommendation
It is recommended that the following qualified individuals be appointed to the Villages at Castle Rock Metropolitan District No. 9 Board of Directors: Joseph Locicero, Robert Eck, II, and Lisa Johnson.

“I move to approve the Resolution appointing Joseph Locicero, Robert Eck, II, and Lisa Johnson as Directors to the Villages at Castle Rock Metropolitan District Board of Directors.”
