SUMMARY

 

The hearing was continued from August 1 to August 14, 2018 in order to post the property for at least 10 days prior to the hearing.  The property was reposted on August 1 in order to meet the required posting.

 

DSSK Company, Inc. dba Interstate 25 Liquors located at 1001 Caprice Drive is applying for a New Retail Liquor Store License; and has requested a Concurrent Review.  Their application was sent to the State on June 18, 2018.

 

The member of the Corporation is:

                     Stacy Kim

 

                     Applicant has submitted fingerprints, and forwarded to CBI for clearance.  See below for charges.

                     Stacy Kim is the manager and will oversee the day-to-day operations of the business.

                     Staff has reviewed all documents required to apply for a license, and has found them to be complete.

                     Petitions reflecting the needs and desires of the adult inhabitants of the neighborhood have been submitted, and 89% of those questioned favor issuance of the license - 92% of businesses and 88% of residents.  Representatives of the petition company will be present at the hearing to provide additional information requested by the Authority.

 

BACKGROUND

The application for the New Retail Liquor Store License was submitted to the Town Clerk’s Office on June 14, 2018; and the property was posted on July 20, 2018.  Notice for this hearing was published on July 19, 2018.

 

The applicant emailed the Town on July 25 to ask if there was anything further for the hearing.  Staff replied and reminded them that the public hearing sign needed to remain until after the hearing per state law.  Photos were taken on July 26 and on July 30 that the sign had not been replaced and the applicant had not contacted staff to request another sign or to report that the sign disappeared.  An email was sent to the applicant on July 30 that the hearing may need to be continued to meet legal posting requirements.

 

AMKO Trading Company dba I-25 Liquors was previously at this location and was owned by David Kim.  In 2018, AMKO sold their liquor license to King Soopers so they could obtain their Liquor Licensed Drug Store license.

 

The current applicant, DSSK Company, is solely owned by Stacy Kim.  Ms. Kim worked at the store in 2015 and was cited and pled guilty to a violation for selling to an underage purchaser.  The store was subject to a 5 day suspension; which they paid a fine in lieu of $1,496, with 5 days held in abeyance.
