Executive Summary

 

This item is being presented to Council to provide an update on the status of the Plum Creek Water Purification Facility (PCWPF) Advanced Treatment Project.

 

To date, the Town funded a Professional Services Agreement with Burns & McDonnell Engineering (B&McD), for the design of the Advanced Treatment Project, in the amount of $1,528,086 (including a $72,766 contingency). A lease agreement in the amount of $174,428 with Intuitech, Inc. for a six-month pilot testing of advanced treatment processes is also underway.    

 

Following a prequalification process, two contractors, Garney and Moltz Construction, were invited to submit formal proposals for the project under a Guaranteed Maximum Price Construction Management (GMPCM) type project. Following reviews of the two proposals, which varied by only about two percent, and formal interviews/presentations, Garney has been selected as the top-ranked contractor for the project.

 

The next step in the process is to fund a pre-construction services agreement between Garney Companies, Inc. (Garney) and the Town, which includes construction cost estimating, constructability reviews, construction scheduling, work sequence planning, value analysis, review of alternate systems, permit assistance, and procurement planning for long-lead items. The signing of this agreement does not commit the Town to a full construction contract with Garney. Garney’s proposal for the preconstruction services is $158,840.

Garney’s Initial Guaranteed Maximum Price (IGMP) summarizes all known and estimated construction costs and is currently $25,207,740. Attachment A is included with their proposal and is based on 30 percent complete design documents. In the near future, this proposal budget will be reconciled to be certain that it aligns with the current project scope as designed by B&McD. Near completion of pre-construction services, the design team (including Garney) shall establish a final GMP for formal approval. Based on approval of a final GMP, Castle Rock Water plans to recommend award of a GMPCM contract with Garney to construct the PCWPF Advanced Treatment Project in late September, 2018. There is a balance remaining in account 211-4375-443-7775 of $17,481,581, and approximately $13.8 million requested in the 2019 budget to award Work Package #2.
