PUBLIC HEARING

 

An Ordinance Annexing to the Town of Castle Rock Colorado a 1.45 Acre Property Located in Part of the Southeast One-Quarter of Section 15, Township 8 South, Range 67 West of the Sixth Principal Meridian, County of Douglas, State of Colorado (Your Storage Center) (Second Reading)

 

The Town Council will now consider a request for the approval of An Ordinance Annexing to the Town of Castle Rock Colorado a 1.45 Acre Property Located in Part of the Southeast One-Quarter of Section 15, Township 8 South, Range 67 West of the Sixth Principal Meridian, County of Douglas, State of Colorado (Your Storage Center) (Second Reading).

 

In order to afford all parties due process under law, the Town Council members must be fair and impartial in deciding whether this application should be approved, approved with conditions, or denied. In making that determination, each Councilmember must consider the record, which includes the planning commission recommendation, the staff recommendation, the applicant presentation, public comment presented during the hearing, and other written public comments offered before or during the hearing. Under law, Town Council must evaluate this proposal based solely upon the record and the criteria established under the Municipal Code, which are highlighted in the staff report.  

 

It is important that each Councilmember remain objective and capable of considering information offered into the record during this hearing.

Executive Summary

 

On June 5, 2018 Town Council voted 6-0 to approve the Annexation as presented. There was no public comment on the application.

 

On May 24, 2018 the Planning Commission voted 6-0 to recommend approval of the Annexation application as presented.  There was no public comment on the application.

 

Cactus Moon Maizeland, LLC, property owner and developer, has submitted an application for Annexation for two parcels of land known as Your Storage Center at Castle Rock (annexation property).  The parcels are located south of downtown along S. Wilcox Street between Brookside Circle and Perry Street (Figure 1).  Annexation into the Town of Castle Rock would permit the property to access Town infrastructure and services and also help the Town to fill in a developing light industrial/commercial area as well as enhance the municipal tax base.

 

Applications for Annexations must be reviewed and approved by Town Council after review and a recommendation by Planning Commission.

 

Budget Impact

 

The proposed annexation will generate review fees.  Zoning and site development impact fees will offset costs to the Town of Castle Rock at a later date. 

 

Staff Recommendation

 

Planning Commission and Staff recommend approval of the proposed Your Storage Center at Castle Rock Annexation based on the analysis and findings outlined in this report.
