Discussion

 

The proposed Festival Park Commons project has continued to progress, and it is possible that construction could begin before the end of 2018 if Council ultimately approves the project.

 

If approved, the project would be constructed on the current Town Hall parking lot and adjacent properties. This would temporarily displace the roughly 100 parking spots currently in the Town Hall parking lot. (There would be 300 public parking spaces on the property upon completion of the proposed project.)

 

In anticipation of that possibility, staff intends to issue a request for proposals (RFP) for parking space in the vicinity of Town Hall for lease or acquisition, either temporary or permanently, to account for the parking that would be displaced during construction. Fair compensation would be offered for any such space the Town utilizes.

 

Staff intends to mail notice of the RFP to owners of properties between Plum Creek Parkway on the south, Sixth Street on the north, Interstate 25 on the west and the railroad tracks on the east, though owners of properties outside those boundaries will also be welcome to submit proposals. The RFP will be posted during June on the Rocky Mountain E-Purchasing System, accessible via govbids.com.
