Staff receives inquiries and land use and building permit applications on a daily basis.  The high growth nature of our community leads to many questions and individuals seeking information.  All land use activity information is located on the Town website under the Development Activity link.  Please contact me if any questions arise. 

 

1.                     New Quasi-Judicial Applications Requiring Public Hearings:

 

No new applications this period. 

2.                     General Inquiries in the Town or within the County:

 

Brookside Circle RV/Boat Storage PPA:

 

Staff received a request seeking feedback for a proposed RV/Boat Storage use at 1884 and 1288 Brookside Circle.  The proposal includes storage of 300 vehicles/boats on a gravel surface. The underlying zoning is Integrated Business and does not allow for the proposed use.  If the project moves forward a rezoning would be required to be processed before Planning Commission and Town Council.

 

Columbia Store expansion PPA:

 

Staff received a request seeking feedback on a 1,993 square foot expansion of the Columbia store located at the Castle Rock Outlets.  The expansion would provide additional storage area for their products.  The Columbia store expansion is located north of New Memphis Court and the mall’s southern entrance drive. The application would require an eventual SDP that would be administrative, if they choose to move forward with the project. 

 

 

IREA Substation in Meadows PPA:

 

Staff received a request seeking feedback on a new IREA substation proposed to be located at the Meadows, east of Castle View High school across the train tracks.

 

3.                     Development Activity:

 

Annexations

 

                     Ridge Estates:  Ongoing discussions are occurring with staff.  The proposal includes annexation and zoning for 52 residential lots.  Density, buffering, water use, and traffic are issues that require further study prior to public hearings.  The project is located in Douglas County on the south boundary of Crystal Valley Ranch.

 

Pending Code Amendments

 

                     Assisted Living / Group Home:  Based upon Council direction, staff has prepared a code amendment to define location and development standards for Assisted Living and Group Home Facilities.  This item was heard at Planning Commission on May 24th and recommended approval to Town Council.  It is currently scheduled for 1st reading at Town Council on June 19th. 

                     Wireless Code Update:  Staff and legal counsel drafted a code amendment to align the Town with Federal and State allowances for wireless providers and to define a process which requires design elements.  The item was heard at Planning Commission on May 24th and recommended approval to Town Council.  It is now scheduled for 1st reading with Town Council on June 5th. 

 

Site Development Activity/Commercial

 

                     Promenade:

o                     7-Eleven site plan and construction documents under review, located southwest of Promenade Parkway and Castle Rock Parkway.

o                     Chick-fil-A site plan, construction documents, and erosion control plan under review, located in the north/central part of the site.

o                     Culver’s early grading permit was issued.  The project is located on Genoa Street between Arby’s and Holiday Inn Express.

o                     Del Taco site construction, located southwest of Promenade Parkway and Castle Rock Parkway.

o                     La Loma Restaurant site plan, construction documents, and erosion control plan review, located in the north end of the site.

o                     Les Schwab Tire Center infrastructure, located north of Promenade Parkway near 24 Hour Fitness.

o                     Midici Restaurant building permit, located on the north end of the site.

o                     Premier Members Credit Union, site development plan, located southwest of Promenade Parkway and Castle Rock Parkway.

o                     Retail building with up to 7 tenants, site development plan, located northwest of Promenade Parkway and Castlegate Drive West.

o                     Retail building with 3 units, construction documents for 6,000 sf retail building adjacent to Meadows Parkway in the southwest corner of the block south of Lowes.

o                     Starbucks and unnamed commercial unit site plan submittal, located in the north/central part of the site.

 

                     Meadows:

o                     Collaboration Campus site construction, located north of the hospital and south of the high school. 

o                     Town Center:

§                     Apex charter school site construction.

§                     CVS Pharmacy site construction.

§                     Sherwin Williams Retail Store site construction and building permit.

§                     South Denver Gastroenterology Ambulatory Surgery Center tenant finish at 3911 Ambrosia Street.

 

                     Downtown:

o                     Riverwalk South and North - mixed use building under construction at Wilcox Street and First, and Wilcox Street and Second Street.

o                     Wild Blue Yonder - site construction at Wilcox and Sixth Street. 

 

                     Other Commercial Projects throughout Town:

o                     Castle Locks II, site construction for an 8 building self-storage facility on Liggett Road.

o                     Castle Rock Industrial Park, site plan for two buildings, totaling 25,800 sq. ft. of office, warehouse and flex space, located northwest of intersection Hwy 85 and Liggett Road.

o                     Culvers Restaurant, site construction, located on Genoa Way, east of Arby’s.

o                     Factory Outlet Mall, storm water drainage swale improvements, located between New Memphis and I-25.   

o                     Founders Marketplace, construction drawings for commercial retail development, northeast of Fifth Street and Founders Parkway.

o                     Garage Condos, construction and soil erosion plan, located on Liggett Road.

o                     Metzler Ranch, site development plan for a veterinary clinic to go into the vacant Fowl Line building located near Founders Parkway and Woodlands Boulevard/Allen Street.

o                     Plum Creek Golf Course plat amendment for clubhouse and parking lot areas.

o                     Starbucks, site development plan, construction documents and plat, located on southeast corner of Wolfensberger Road and Kinner Street.

o                     Town of Castle Rock, Parks Department Operations & Maintenance Facility, construction and erosion control plans, located on the north end of Caprice Street on the former Town waste water facility.

o                     World Compass Academy building expansion located on I-25 frontage road and South Perry Street.

 

Site Development Activity/Residential

                     Auburn Ridge - site plan amendment for minor architectural revisions, located at southwest corner of Wolfensberger Road and Auburn Drive.

                     Crystal Valley Rach - construction documents for 429 lot single family subdivision, located in southern interior portion of Loop Road.

                     Founders Village - sign monument, landscape, fence, and trail improvement plans adjacent to Mikelson Blvd. between Mitchell Street and Sovereign.

                     Lanterns - construction documents for Loop Road, through future single-family home development located south of Crystal Valley Parkway and east of Plum Creek Blvd.

                     Liberty Village - construction documents for previously platted 159 single family lots located on the north side of Castle Oaks Drive and west of existing construction.

                     Liberty Village - staff is working with Richmond Homes to complete a bridge crossing on Castle Oaks Drive, planned to be completed in the next 180 days.

                     Meadows Springs at Castle Rock - multifamily apartment complex site plan and construction documents, located at corner of Bilberry and Viridian.

                     Meadows Town Center - construction documents for 126-lot single family subdivision, located north of Meadows Blvd. between Low Meadow and Trail Blazer.

                     Plum Creek Fairway 9 - construction documents for 7-lot single family subdivision, located on Emerald Drive south of the Plum Creek Golf Course clubhouse.

                     Plum Creek Ridge Townhomes - Plum Creek Parkway and Emerald.

                     Sunstone Village in Terrain - 120 single family units located south of State Highway 86 and east of Ridge Road.  The application was heard by the Planning Commission on March 22nd and recommended for approval to Town Council. 

                     Terrain - Ravenwood Pool construction and erosion control plans near High Point Road and Rocky View Road.

                     Terrain Sunstone Village - 120 single family home development, site development plan located south of intersection of State Highway 86 and Autumn Sage.
