Executive Summary
The 2018 regular session of the Colorado General Assembly adjourned Wednesday, May 9. With assistance from the Colorado Municipal League (CML) and other sources, staff monitored - and provided Council with regular updates on - legislative activity of municipal interest during the session.
Attachment A lists all of the legislation CML followed this session. If Council is interested in additional information on any of these - or any other - bills, staff can provide such information.
One noteworthy item is that on May 8, the General Assembly passed Senate Bill 1, which as of May 10 was with the Governor. The final passed version of the bill included the following transportation funding provisions:
• $495 million in fiscal year 2018-2019 and $150 million in fiscal year 2019-2020 dedicated to transportation projects, with 70 percent going to State projects, 15 percent going to local governments and 15 percent going to multimodal transportation
• Referral of a measure to voters Statewide in 2019 to request authorization for $2.3 billion in transportation bonding without raising taxes, if no citizen-initiated transportation funding ballot measure passes in 2018
These provisions are consistent with Council’s position of supporting additional transportation funding resources that do not increase taxes.
