Update: Plum Creek Water Reclamation Authority Preconstruction Agreement [4255 North U.S. Highway 85, Castle Rock]

Executive Summary
This item is being presented to Council to provide an update on the status of the expansion of the Plum Creek Water Reclamation Authority’s (PCWRA) wastewater treatment plant.
To date, the Town funded a Professional Services Agreement for the design of the expansion in the amount of $1,317,414.
The next step in the process is to fund a pre-construction services agreement between Moltz Construction, Inc. (Moltz) and PCWRA, which includes construction cost estimating, constructability reviews, construction scheduling, work sequence planning, value analysis, and review of alternate systems, permit assistance, and procurement planning for long-lead items for $70,363 (see Attachment A). The signing of this agreement does not commit PCWRA to a full construction contract with Moltz at this point. The Town will provide the funding by signing a Preconstruction Services Escrow Agreement with PCWRA.
The Initial Guaranteed Maximum Price (IGMP) will be finalized soon, and the Town will enter into an expansion agreement with PCWRA and other participating members in the near future.
