Executive Summary

 

Each year the Transportation Planning and Traffic Engineering Division evaluates the need for a traffic signal at intersections through an engineering analysis.  Two traffic signals, one located in the south central portion of Castle Rock and the other in the west central part of Castle Rock, are planned to begin construction in late Spring of 2018. In addition, the Transportation Planning and Traffic Engineering Division is planning to assist the Fire Department by overseeing the construction of a fire station signal on Crystal Valley Parkway. These locations are:

 

                     Plum Creek Parkway at Emerald Drive

                     Meadows Boulevard at Low Meadow Boulevard

                     Crystal Valley Parkway and Fire Station #152

 

The purpose of this memo is to request a recommendation of approval for the selected contractor, and the allocation of funds to complete the signalization of the listed intersections.  WL Contractors, Inc. provided the lowest construction bid at $518,611.  Funding for the purchase of the equipment and for the completion of the installations on Plum Creek Parkway and Meadows Boulevard is included within the Traffic Signal Capital Improvement budget (Acc. No. 120-3175-431.75-26). Funding for the purchase of the equipment and for the completion of the installation of the fire signal is included within the Fire Department’s new fire station account (Acc. No. 132-2275-422.78-18).

 

Our plan is to complete construction work at all locations by late summer.  With the signal pole and signal cabinet orders already in place the remainder of the equipment and supplies will be furnished by the contractor awarded to construct the signals.

This item was presented to the Public Works Commission on April 2, 2018.  The Commission unanimously recommended Town Council to approve the Resolution as introduced by title and presented by staff. 

 

Discussion

 

The Town’s goal for the Traffic Signal Capital Improvement Program is to identify locations that a traffic signal will improve operation efficiency and safety.  Staff performs engineering evaluations at various intersections on an annual basis in order to make sure these goals are being achieved.  Through the help of the Federal Highway Administration’s (FHWA) Manual on Uniform Traffic Control Devices (MUTCD) staff uses this manual to help aide in determining if a signal is an appropriate means of traffic control at a given location. 

Attachment B shows the location of the three intersections set to be signalized as part of the 2018 construction projects.  The completed engineering evaluations suggest that a signal be recommended at these locations.  The total delay and overall efficiency will be improved for vehicles accessing Low Meadow Boulevard and Emerald Drive. A fire station signal has been planned for safer and more efficient response by the Fire Department in an emergency. The Town utilizes permanent signal installations, with a mast arm style in most instances. This is the type of signal planned at these intersections.

The following shows the contractor bid results for clarity and illustration purposes. 

WL Contractors:                      $518,611

Two bids were received for this project.  The low bid was checked for accuracy, along references, and documents reviewed for contract compliance.  It is believed that all contractors that submitted a bid are fully competent to complete the work.  Based on this, staff recommends WL Contractors, Inc. based on their bid, and quality of work on past projects for the Town.  Construction will be complete by the end of summer.

In addition to the materials and labor included in the current bid, Town Staff is working to incorporate illuminated street name signs into this project and will ask the awarded contractor to provide a cost for the additional scope of work to install these signs.

 

Budget Impact

 

The amended 2018 Traffic Signal Capital Improvement budget (Acc. No. 120-3175-431.75-26) contains $600,000 for traffic signal installations. In order to help reduce costs and speed up the installation schedule signal poles and mast arms as well as the traffic signal cabinet were ordered in advance.  The remaining amount in the budget for this project is $473,728. The total encumbrance amount tied to this account for the construction contract is $473,728. This total includes a contingency amount of $20,000 (5%) and additional work to install illuminated street name signs in the amount of $57,367.  The scope for the additional work for the illuminated street name signs will be finalized with the contractor and then added to the construction contract with a change order. The construction of these two traffic signals can be completed within the approved amended budget of the project.

 

The Fire Station #152 budget (Acc. No. 132-2275-422.78-18) contains $200,000 for the fire signal installations. In order to help reduce costs and speed up the installation schedule signal poles and mast arms as well as the traffic signal cabinet were ordered in advance.  The remaining amount in the budget for this project is $172,967. The total encumbrance amount tied to this account for the construction contract is $134,250. This amount includes a contingency of $12,000 (10%). The full recommended encumbrance is within the available budget.

 

The total encumbrance amount requested for the construction contract with WL Contractors, Inc. in the attached Resolution (Attachment A) is $607,978.

 

Staff Recommendation

 

Staff recommends approval of the attached resolution to contract with WL Contractors Inc. for the completion of the 2018 traffic signal construction projects.
