Executive Summary

 

The 2018 regular session of the Colorado General Assembly continues through May 9. With assistance from the Colorado Municipal League (CML) and other sources, staff is monitoring - and providing Council with regular updates on - legislative activity that is of municipal interest.

 

Staff does not take a position on any legislation unless so directed by Council. Attached (Attachment A) are lists of all of the legislation CML is following thus far this legislative session. If Council is interested in additional information on any of these - or any other - bills, staff will provide such information in a future update.


Staff has one update related to water bills on which Council took a position back in February, as well as an update on the transportation funding legislation before the General Assembly.

 

Water bills

 

In February, Council sent the Douglas County legislative delegation a letter supporting three bills, including one to create rules to allow aquifer storage and recovery in groundwater basins. Staff is pleased to report that this bill was signed into law on April 9.

 

The other water-related bill Council supported in February, the Mussel-free Colorado Act, has also passed the General Assembly; it had not been signed into law at the time of this update.

 

Transportation bills

 

Staff in its last update provided information on the amendments made to Senate Bill 1, the transportation funding bill. SB 1 unanimously passed the Senate and at the time of this update was in committee in the House.

 

Also, since staff’s last update, transportation-funding legislation has been introduced in the House. HB 1340 has a transportation-funding provision that would transfer $495 million from the State’s General Fund to the State Highway Fund if Senate Bill 1 does not pass.

 

Staff continues to monitor this, and other, legislation and seek direction from Council as appropriate.
