Executive Summary

 

The purpose of the memo is to request Town Council to approve a resolution to retain Kimley-Horn & Associates, Inc., (Kimley-Horn) as the Town’s engineering consultant for the design of the Plum Creek Parkway Widening and Plum Creek Parkway/Gilbert Street Roundabout Project. 

 

The purpose of this project is for design services for the widening of Plum Creek Parkway from two lanes to four lanes between Gilbert Street and Ridge Road, and a roundabout design at the intersection of Plum Creek Parkway and Gilbert Street to improve traffic congestion on the corridor.  This design will consist of two separate construction plan packages, which are identified as Phase 1 and Phase 2.  Phase 1 is planned for construction in 2019 and will consist of the Gilbert Street roundabout and widening of Plum Creek Parkway from the roundabout to Eaton Street.  Phase 2 construction will complete the widening of the Plum Creek Parkway from Eaton Street to Ridge Road Roundabout with construction tentatively scheduled for 2022.  The attached map identifies the project location with identified phasing (Attachment B)

 

This phased construction is to facilitate the reconstruction of the existing pavement within the phase 1 limits.  This pavement has reached the end of its design life and is scheduled for replacement as part of the Town’s Pavement Maintenance Program (PMP) in 2019.

 

Within the 2018 Adopted Budget, $153,750 is included for design of a roundabout at the intersection of Plum Creek Parkway and Gilbert Street and $640,625 is included for design of widening of Plum Creek Parkway east of Gilbert Street. Right-of-Way (ROW) acquisition needs are also included within these two budgeted amounts.  As a result, the total combined budget for design and ROW acquisition is $794,375.

 

Staff solicited scoping and fee proposals from four consulting firms from the Town’s approved on-call list.  After reviewing the consultant’s scope, schedule, and cost, the Town’s staff unanimously preferred Kimley-Horn. 

 

Notification and Outreach Efforts

 

During the design process, Town staff and Kimley-Horn will schedule multiple public outreach meetings with the adjacent neighborhoods. The outreach meetings will allow the residents to review the proposed improvements, in the early stages of design, and provide comments for consideration.

 

History of Past Town Council, Boards & Commissions, or Other Discussions

 

Plum Creek Parkway and Gilbert Street intersection was identified in the 2017 updated Transportation Master Plan to be converted into a roundabout.  It was also previously planned as a future roundabout during the first decade of the new millennium.  A temporary span wire style signal was installed to assist with intersection operations and safety until such time that funding could be budgeted for a roundabout.

 

The Public Works Commission is scheduled to review this item on April 2, 2018.  They will provide a formal recommendation to Town Council, which staff will provide during the presentation at the Town Council meeting.

 

Discussion

 

Plum Creek Parkway Widening (East) - This project will accommodate the addition of the remaining two lanes of the master planned four-lane roadway which is identified in the Transportation Master Plan.  Construction of this project will support the continued development in the south and east areas of the Town.  This project will also improve access to the I-25/Plum Creek Parkway interchange from the eastern areas of Town.  In addition, this project will include bicycle and pedestrian multi-use lanes.  Construction is phased into two phases (Gilbert to Eaton) and (Eaton to Ridge).  This is being done to accommodate needed reconstruction of the existing pavement within the phase one limits of the project.  Construction of phase two is planned for a later date, in line with prioritization of other capital projects that are identified to assist with congestion relief as the primary goal.

 

Plum Creek Parkway and Gilbert Street Roundabout - The proposed improvements include converting the existing temporary signalized intersection into a multi-lane roundabout.  This proposed design will help to manage and improve traffic operational efficiencies and enhance community benefits such as vehicle and pedestrian safety, decreased delays, decrease fuel consumption, and decreased environmental impacts.  This project will additionally support future development in the east and south portions of Town.  The roundabout will accommodate for future growth in traffic that is expected to increase.

 

Kimley-Horn is a reputable firm that has successfully completed projects of a similar scope and nature.  Town staff is proposing to enter into an agreement with Kimley-Horn to perform the needed design services for a total amount of $445,515.  Town staff also requests a Town managed contingency amount for any unanticipated design work of $35,000.  It is expected the Town will be able to fund the right-of-way costs with the remaining budget amount of $313,860.

 

Budget Impact

 

The funds necessary for the engineering design have been included in the Town Council approved project’s 2018 budget as stated below.

The remaining amount of ($313,860) will be available for purchasing right-of-way and easements, if necessary.  Based on the initial concept, these remaining funds are anticipated to be adequate for right-of-way costs. 

 

Staff Recommendation

 

Staff recommends the Town Council to approve the Resolution approving a Services Agreement between the Town of Castle Rock and Kimley Horn & Associates, Inc. for the Design of the Plum Creek Parkway Widening and Plum Creek Parkway/Gilbert Street Roundabout Project.  The formal recommendation for the Public Works Commission will be provided during the staff presentation.
