Executive Summary

 

The purpose of this memo is to update Castle Rock Water Commission on a strategic planning process that has been initiated by The Plum Creek Water Reclamation Authority (PCWRA).  PCWRA is the wastewater treatment provider for the Town of Castle Rock.  Castle Rock Water through the Town is roughly a 71 percent owner in PCWRA's capacity, infrastructure and facilities.  The other two entities that own capacity and infrastructure include Castle Pines Metro District and Castle Pines North.  The Board is made up of a member from each of these organizations with the Director of Castle Rock Water serving as Board President.  PCWRA is in the beginning stages of a large plant expansion project being driven by the needs of Castle Rock Water.  The Board determined that a strategic planning process to update PCWRA's overall mission, vision and direction was appropriate at this point in the organizations development. 

 

The process started with a board workshop in January to develop high level policy guidance and key strategic initiatives.  The results of that initial board process are provided in the summary document included as Attachment A.  The high level strategies fit nicely into Castle Rock Water's long term goals, especially related to reusing all of the water that we own the legal right to use.

 

The next steps of the process will include workshops with the staff at PCWRA to identify actual tactics (actionable items) and an implementation plan to support the high level priorities identified by the Board as well as key performance indicators that will be able to be used to track the organizations progress on implementation.  Work on this plan will continue into the summer with additional outreach to member agencies including opportunities for input from the staff of those agencies.  The final plan will be brought to Commission for comment and input, and ultimately, to Town Council for concurrence and support.

The high level strategic priorities identified by the Board of PCWRA were presented to Castle Rock Water Commission on March 28, 2018.

 

 

Budget Impact

 

The initial strategic document summary does not create any budget impacts.  Actionable items from the process may have some impacts to the 2019 and beyond budgets for Castle Rock Water.  These impacts will be identified in 2018 during the planning process and incorporated into future budget documents. 

 

Staff Recommendation

 

Staff recommends continuing to support this process.
