Executive Summary

 

The purpose and intent of this report is to provide Town Council with a summary of quasi-judicial projects.  In order to provide all parties with due process under law, decision makers must be fair and impartial when considering quasi-judicial applications such as those attached to this memorandum (Attachment A).

 

Many of the attached projects do not have public hearing dates yet, but Town Council could be asked to consider them in the future.  The Town’s Development Activity map provides information on staff-reviewed applications and applications already approved by Town Council.  Those applications can be found at:  CRgov.com/ <http://www.crgov.com/inyourbackyard>developmentactivity.

 

New Applications

 

Heckendorf Ranch Multi-family Site Development Plan (SDP18-0010) - A Site Development Plan for a proposed age-targeted 155 unit multi-family development has been submitted.  The age-targeted multi-family project will be providing on-site parking for the for- rent project that will be located at the Northwest corner of Plum Creek Boulevard and Crystal Valley Parkway.

 

221 N. Wilcox Site Development Plan (SDP18-0008) - Development Services has received a Site Development Plan application for a proposed 39 residential condominium units with an associated 8,500 square feet of retail space.  The proposed project will also construct an associated 62 parking spaces on two underground floors at the southwest corner of Wilcox and 3rd Streets.

 

Lanterns Major PD Amendment (PDP18-0003) - A Major PD Amendment has been submitted for the Lanterns PD that will create a new 4.5 acre planning area, within the overall 437 acre site, that will allow a church use as a use-by-right.  In addition, a 5.2 acre parcel located at the southwest corner Crystal Valley Parkway and Plum Creek Boulevard, that is currently within the Heckendorf PD will be incorporated in the Lanterns PD and remain commercial as previously zoned.
