Title: Update on Irrigated Area Sample Customers .Body ________________________________________________________________________________ Executive Summary Castle Rock Water has partnered with an outside consultant called Waterfluence, whose expertise is in identifying potential irrigation problems and then recommending solutions. From the recent data provided by Waterfluence, staff has analyzed a sample set of ten customer's irrigated areas as defined by the outside consultant compared to the irrigated areas currently in the billing system (see Attachment A). Executive Summary

 

Castle Rock Water has partnered with an outside consultant called Waterfluence, whose expertise is in identifying potential irrigation problems and then recommending solutions. From the recent data provided by Waterfluence, staff has analyzed a sample set of ten customer’s irrigated areas as defined by the outside consultant compared to the irrigated areas currently in the billing system (see Attachment A). These irrigated areas are used to set the individualized water budgets for each customer. 

 

Here are some of the key findings:

 

1.                     A range of commercial and irrigation customers were evaluated including, two Town parks accounts.

 

2.                     All ten customers analyzed have more irrigated area in their current budgets than what Waterfluence has defined as actual irrigated area. On average, they have 33 percent more irrigated area.

 

3.                     The Town accounts sampled seem to be closest to the irrigated areas defined, being off by only three and six percent respectively, and have managed their water accordingly.

 

4.                     Many of the customers analyzed are significantly overwatering based on having the oversized irrigated areas with no financial impact or consequence.

 

5.                     Changing the irrigated areas would reduce the budget available in Tier 2, therefore pushing more consumption to a higher tiered rate in Tier 3. The revenue being lost is significant for Castle Rock Water, $10,000 annually just for these ten customer accounts.

 

6.                     Because some of these findings are large and would have a significant impact on the customer, staff recommends doing a field audit on some of the larger variances to confirm the validity of the areas defined by Waterfluence.
