Executive Summary
Castle Rock Water is seeking Town Council approval of a Resolution (Attachment A) awarding a construction contract (Exhibit 1) to Lawrence Construction Company, for the Douglas Lane Tributary Stabilization and Trail Project, in the amount of $790,741, plus a ten percent Town-managed contingency in the amount of $79,074, for a total project authorization of $869,815. This project is funded through the Stormwater Enterprise Fund, and is located along Douglas Lane Tributary, between Plum Creek Boulevard and the confluence with East Plum Creek (EPC), near the new Fire Station 152 construction site. A project site location map has been provided (Attachment B). Drainageway improvements generally include grade control structures, as identified in the Stormwater Master Plan, to reduce erosion and protect the existing foliage along the drainageway. This work will also include improvements to the existing Heckendorf Regional Detention Pond. The project is scheduled to be completed in July 2018.

Notification and Outreach Efforts
The project is located within Town owned open space and existing Town easements.
Castle Rock Water has solicited public input on Douglas Lane Tributary, including a public open house held as part of the Drainageway Master Planning process in 2013. Public input at that time was incorporated into the master plan recommendations. Additionally, the Town notified adjacent property owners of the drainage improvement project during design and presented the proposed improvements at an Open House in February 2017. Feedback at that meeting was positive and supportive.
Staff will provide notifications via direct mailings to adjacent property owners, news releases and social media postings, as needed. Project details and updates will be provided on CRgov.com.
Adjacent property owners were also notified of the proposed project through a public notice issued by the U.S. Army Corps of Engineers in September 2017, as part of the Section 404 Permit application process.
History of Past Town Council, Boards & Commissions, or Other Discussions
The Gambel Ridge and Douglas Lane Tributary Watersheds Master Plan was adopted by Council through Resolution No. 2014-67 on August 26, 2014.
The Castle Rock Water Commission will be provided with an update at the scheduled February 28, 2018 meeting.
Discussion
The Gambel Ridge and Douglas Lane Tributary Watersheds Master Plan (Master Plan), prepared in 2014, determined the need for stabilization measures within the Douglas Lane Tributary to address channel degradation and stream bank instabilities resulting from development that adversely impacts the watershed, downstream stormwater detention facilities and adjacent properties. The Master Plan identified the need for grade control structures and stream bank stabilization in the Douglas Lane Tributary, to mitigate for development impacts and restore a healthy and sustainable stream system. This project includes seven (7) grade control structures to restore the historic channel invert between the UPRR and Plum Creek Boulevard.
The Heckendorf Regional Detention Pond lies immediately upstream of the UPRR Bridge over the Douglas Lane Tributary, and provides water quality capture volume and detention for a significant percentage of the Douglas Lane Tributary watershed. The existing detention pond has frequently silted in due to channel instabilities, and there is concern that the inlet and outlet configuration is causing short circuiting within the basin. Improvements to the detention pond are necessary to ensure adequate storage volume during storm events, and to ensure the outlet structure remains unobstructed to comply with stormwater release requirements. Feedback from some residents indicated a desire for a permanent pool to remain at the regional detention pond. The current pool has developed due to clogging of the outlet structure, due to upstream channel erosion, that will be mitigated with this project. The Town has incorporated a permanent pool in the design to the extent allowable through the State Engineer’s Office.
Environmental impacts and permitting are important considerations in channel improvement design. The Town has obtained authorization from the U.S. Army Corps. of Engineers and the U.S. Fish and Wildlife Service to construct the proposed improvements. Although there will be temporary impacts during construction, there are no permanent impacts to vegetation and all construction disturbances will be re-vegetated to restored upland and riparian habitat. Feedback from the public suggests improvements that minimize the overall impact to the existing tree canopy along the drainageway. This is consistent with the Town’s vision for drainageway construction. Due to aggressive stream degradation, trees are lost on an annual basis due to undercutting and erosion in the channel. Although it would be impossible to save all existing trees during construction, significant effort was made in the design process to minimize the number of trees to be removed as a result of construction. Additionally, the proposed improvements will restore essential root support along the drip line of existing trees to maintain ecological health along the corridor.
The Town solicited construction bids via Rocky Mountain BidNet. Bids were received from eight (8) contractors and the pricing is summarized below:

Given the complexity of the type of construction, the Town required contractors to demonstrate minimum qualifications through direct experience with three types of improvements on this project. Four (4) of the eight (8) bidders demonstrated meeting the minimum qualifications.
Lawrence Construction Company is the confirmed lowest bidder, having also met the minimum qualifications under the contract. The Town is able to proceed immediately with construction of the Base Bid improvements. Add Alternate 1 includes improvements within the UPRR right-of-way and authorization of the Pedestrian Crossing Agreement is uncertain at this time and is; therefore, not included in the contract. Construction is anticipated to begin in March 2018 and be substantially complete in July 2018, weather permitting.
Budget Impact
This project will be funded through the Stormwater Fund. Total project costs, including contingency, are $869,815.
Funds will be included in a 2018 budget amendment as a supplemental budget request for additional funds required to complete this project.

The multi-year Stormwater budget for this project is $1,616,400. Existing expenditures for the project are $144,300 for engineering and permitting services. Anticipated additional expenditures include $60,600 for construction support services, for a total Stormwater expenditure of approximately $1,074,715.
Staff Recommendation
Staff recommends Town Council approval of a Resolution awarding a construction contract to Lawrence Construction Company for the Douglas Lane Tributary Stabilization and Trail Project in the amount of $790,741, plus a ten percent Town-managed contingency in the amount of $79,074, for a total project authorization of $869,815.
