Executive Summary

 

The purpose of the memo is to obtain approval of a Construction Contract (Attachment A) with Schmidt Construction Company for the Meadows Parkway Reconstruction Project.  The project will reconstruct Meadows Parkway from Prairie Hawk Drive to the Plum Creek bridges. 

 

Discussion

 

The concrete pavement of Meadows Parkway, installed in the late 1980’s, has reached the end of its life.  The reconstruction of the roadway with asphalt pavement will greatly improve the road conditions and ride quality and will meet the Town’s 2020 Vision Statement goal of providing outstanding community services including police, fire, emergency medial, parks, recreation, water, and transportation. 

 

The Invitation for Bid was advertised on BidNet on December 13, 2017 as required by the Town’s Purchasing and Contracting Policy.  Bids were opened January 11, 2018; a summary of the bid results is below.  The Town received five bids with the lowest qualified bidder, Schmidt Construction Company, submitting a low bid of $2,280,343.88. The low bid was checked for accuracy and contract compliance was met.  Schmidt Construction has also satisfactorily completed projects for the Town in the past and staff believes the low bidder is qualified to perform the work associated with this project.

Public Works staff has coordinated with Community Relations for public communications.  Once the construction schedule is finalized notifications will be sent via mail, social media, and Town website updates and staff will hold an Open House in March, 2018 to discuss the project in more detail with the public.  The Communication Plan is attached (Attachment B).  Information will also be shared directly with the Meadows HOA and Hospital in conjunction with other outreach efforts.

 

Traffic will be reduced to one lane in each direction.  Staff understands the project will create temporary congestion in and around the project area.  Variable Message Signs will be installed far in advance of the work area in each direction to inform the public of any traffic control changes and to bring attention to available alternate routes.  Alternate routes include:  North Meadows Drive, Highway 85, Castle Rock Parkway, Red Hawk Drive, and Coachline Road.  Staff will also be requesting Town Council to permit night work for the duration of the project.  This will allow sensitive areas, such as the entrance to the hospital at Limelight Avenue, to be worked on while traffic volumes are low to ensure access to side streets and mitigate traffic delays.

 

Schedule

 

Since the project is partially funded with a federal grant, CDOT must provide the Town with a concurrence to award.  Staff has submitted the required paperwork and expects to receive the concurrence by the end of February.  Council is permitted to award the contract contingent on the CDOT concurrence.

 

Staff expects to issue the Notice to Proceed in late May/early June and the project will be completed in early August.  Construction is scheduled for the summer in order to reconstruct Meadows Parkway while school is not in session.  This will reduce the number of buses and commuters impacted by the project. 

 

Although the construction schedule has been set to 75 calendar days, the Town has also provided an incentive for the contractor to complete the project early.  Included in the $2,280,343.88 bid amount is a maximum $50,000 incentive.  The contractor will be paid $5,000 per day, up to the maximum of $50,000 (or 10 days), for finishing the project ahead of schedule. 

 

Budget Impact

 

The approved 2018 budget for the project is $2,467,000.  $1,333,000 will be reimbursed to the Town through CDOT as part of a federal grant per the IGA that was previously approved by Town Council.

 

Schmidt Construction’s bid of $2,280,343.88 leaves $186,656.12 in the budget.  Staff requests those funds be part of a Town managed contingency, approximately 8%, for unforeseen conditions.  This would encumber the entire 2018 budget amount.
