Executive Summary

 

Last fall, the Public Art Commission retained a professional consultant to create a five-year planning guide for Town public art initiatives within the community. The Town’s last public art plan was completed in 2007, and many initiatives and Commission members have come and gone since that time.

 

The consultant met multiple times with the Commission and key Town staff members; reviewed Town policies and procedures, along with industry best practices; and engaged community partners and community members at-large in developing the attached Draft - Castle Rock Public Art Commission Public Art Plan.

 

The Public Art Commission approved the plan at its July meeting and in August presented the plan to the Downtown Alliance, where it was well-received. The Commission is requesting Town Council to formally adopt the plan to provide further clarity for Council, the Commission and the community regarding public art initiatives moving forward.

 

Notification and Outreach Efforts

 

Outreach was an important component to developing the Public Art Plan. The consultant completed interviews with community partners at the Chamber of Commerce and Downtown Alliance and also collected community input via an online questionnaire, which is highlighted in the attached plan.

 

Discussion

 

The Public Art Plan defines a mission and vision statement for the Public Art Commission. The mission is, “To bring distinctive public art to the community of Castle Rock and serve as stewards of the public art program, creating, planning, overseeing and promoting public art initiatives through collaboration.” The vision is: “The Castle Rock Public Art Commission is the catalyst for art experiences accessible to the public, creating community vibrancy and reflecting the charm, heritage and beauty of Castle Rock.”

 

The plan outlines six goals for the Town’s public art program over the next five years:

1.                     Continue to participate in Douglas County Art Encounters and expand programming.

 

2.                     Develop a rigorous art selection process for all public art projects.

 

3.                     Create pedestrian-scale art experiences Downtown that add vitality and encourage people to walk around.

 

4.                     Commission a new public art project at Philip S. Miller Park to deepen the visitor experience.

 

5.                     Increase understanding and promotion of the public art program by achieving outreach projects.

 

6.                     Take care of the public art collection by developing a maintenance and conservation policy.

 

Each goal is accompanied by a series of action steps the Public Art Commission can take toward accomplishing the goal. Among the next steps are engaging partners for Downtown art initiatives; confirming parameters for the planned project at Philip S. Miller Park; and continuing to include the community in public art initiatives.

 

The Commission requests Town Council provide any feedback on the mission, vision and goals and/or indicate support for these items by approving the attached resolution to formally adopt the plan.

 

Budget Impact

 

The goals outlined in the Public Art Plan can be accomplished using existing fund balance in the Public Art Fund and by continuing to allocate $25,000 in Philip S. Miller Trust funds annually for public art purposes.

 

Staff Recommendation

 

Staff recommends approval of the Castle Rock Public Art Commission Public Art Plan.
