Update: Quasi-Judicial Projects

Executive Summary
The purpose and intent of this report is to provide Town Council with a summary of quasi-judicial projects. In order to provide all parties with due process under law, decision makers must be fair and impartial when considering quasi-judicial applications such as those attached to this memorandum (Attachment A).
Many of the attached projects do not have public hearing dates yet, but Town Council could be asked to consider them in the future. The Town’s Development Activity map provides information on staff-reviewed applications and applications already approved by Town Council. Those applications can be found at: CRgov.com/ <http://www.crgov.com/inyourbackyard>developmentactivity.
New Applications
Your Storage Center at Castle Rock: The applicant, Cactus Moon LLC, is proposing to annex 2 parcels (1.5 acres) into the Town and combine them with an existing parcel that is currently within the Town limits and is currently zoned. The proposal is to permit self-storage uses. The Annexation, Planned Development and Development Agreement will all require public hearings.
Springs @ Castle Springs: The applicant, Castle Rock Development Corporation, is proposing a multi-family project in the Meadows Town Center. The proposal is for 204 residential units on 11.49 acres at 3 stories tall.
Verizon Wireless Use By Special Review: Verizon wireless is proposing 3 new small cells to be installed at 3065 Foothills Drive, 1760 Meadows Blvd. and 1470 Clear Sky Way. The small cell located at 1470 Clear Sky will be located within Bison Park and will look like a light pole that exists already on the site. The other small cells will be 20’ tall and will be contained in a “hut” design to conceal the small cell poles.
