Executive Summary
Castle Rock Water is seeking Town Council approval of a Resolution approving a construction contract with T. Lowell Construction, Inc. for the Founders Well Facility Infrastructure Project (Attachment A). The T. Lowell project cost is $1,250,000. This bid includes the construction costs for the well facility and transmission pipeline to convey the raw water to the Founders Water Treatment Facility. Staff also requests approval for a 9.96 percent Town-managed contingency of $124,508, for a total project authorization of $1,374,508.
Town Council approved the Water Service Intergovernmental Agreement (IGA) with Dominion Water and Sanitation District on September 20, 2016. As part of the Water Service IGA, Dominion will be paying the Town for all costs associated with the design and construction of the Founders well facility infrastructure as part of the Infrastructure Fee. The initial payment Dominion will make to the Town is $3 million, with Dominion paying the final cost of the facilities whether they are more or less than this initial payment. Additionally, Town Council approved a construction contract with Layne Christensen Company for the drilling of two wells, CR-226 and CR-227, on November 30, 2016. Layne Christensen has completed the first well and is in the process of drilling the second well.

On August 23, 2017, the Castle Rock Water Commission voted unanimously to recommend Town Council approval of the Resolution approving a construction contract with T. Lowell Construction, Inc. for the Founders Well Facility Infrastructure Project.
Discussion
Based on the Water Resources Supply Demand Model, the recent development trends in Castle Rock, the last two summer water demand seasons, and our recent Intergovernmental Agreement with Dominion, additional water supply is needed to keep pace with increased water demands. Given the fact that the WISE and the East Plum Creek Diversion Projects will not be on-line until April 2018 and 2019 / 2020, respectively, this has accelerated the need to develop a new water well facility.
The new Founders well facility will be located east of Matney Park, along Lantern Circle (Attachment B) on a parcel previously dedicated to the Town for the purpose of developing a well facility. The project will include the construction of controls and meter facilities at the site, and a raw water transmission pipeline to convey the water to the Founders Water Treatment Facility. Staff anticipates that this facility will produce an additional 0.85 million gallons per day (MGD) of raw water supply for the Town.
The project was designed by Dewberry Engineers, Inc. The request for proposals for the project was sent to five qualified contractors. Bids were received by one contractor, as summarized in the table below. The Engineer’s estimate was $965,000. The low bid was received by T. Lowell and is considered a responsive bid.

Budget Impact
Funding for this project is available in the approved 2017 Budget. The approved budget amount is $2,750,000 (Account No. 210-4275-442.75-39). The T. Lowell bid is $1,250,000. Staff requests an additional $124,508 (Town-managed 9.96 percent contingency) be authorized for a total project authorization of $1,374,508.
