Executive Summary

 

The purpose and intent of this report is to provide Town Council with a summary of quasi-judicial projects.  In order to provide all parties with due process under law, decision makers must be fair and impartial when considering quasi-judicial applications such as those attached to this memorandum (Attachment A).

 

Many of the attached projects do not have public hearing dates yet, but Town Council could be asked to consider them in the future.  The Town’s Development Activity map provides information on staff-reviewed applications and applications already approved by Town Council.  Those applications can be found at:  CRgov.com/ <http://www.crgov.com/inyourbackyard>developmentactivity.

 

New Applications

 

505 Jerry Street Apartments & Office - Project # SDP17-0015:  The applicant 5th Avenue Apts. LLC is requesting approval of a Site Development Plan (SDP) to construct a mixed use building that will included 65 rental apartments and a TBD amount of office space contained in 5 floors above 2 floors of parking.  The project is planned to provide 78 parking spaces along with motorcycle and bike parking spaces.

 

Your Storage Center of Castle Rock - Project #ANXP17-00xx:  The Town of Castle Rock has received an application for an annexation of 1.5 acres to be brought into the Town boundary.  The parcels are located along the I-25 frontage road between Brookside Cir. and S. Perry St.  The applicant plans to eventually zone the property PD with a proposed use of mini-storage.  The annexation will require public hearings with the Planning Commission and Town Council.

 

Quarry Mesa Open Space Cell Tower - Project# USR17-0002:  Eco-Site, on behalf of Verizon, has submitted a Use By Special Review application to install a personal wireless cell tower (50’ tall) with the Quarry Mesa Open Space.  The applicant has proposed a stealth design that will look like a historic water tower.  The applicant is attempting to fill gaps in their service area.  This application will be heard by the Planning Commission and Town Council.
