Executive Summary
The purpose of this memo is to request Town Council approval of a Resolution approving a variance to work past 10 p.m. at the Meadows 5 lift station wet well. Staff has an agreement with Water Technology Group to install a new Flygt sewage lift pump and associated mounting hardware at the lift station wet well. There is also a services agreement with McDonald Farms to conduct two days of continuous, supplemental pump truck operations of the lift station wet well needed during pump equipment installation. In order to get the station back on line in a timely manner, contracted vactor truck services will be used to collect and haul the wastewater until the work is done. Since wastewater flow from the residential area is continuous, the vactor truck will operate continuously. The work window is based on the vactor truck’s availability and is not firm at this time, pending Town Council approval of night work. Given the short duration of the planned night work (no more than one night), and the limited affected area (the lift station is in a cul-de-sac with fences separating it from nearby houses), staff requests Town Council approval for night work on the evening of October 11, into October 12.
Notification and Outreach Efforts
Letters will be sent to homes in the immediate area notifying them of the upcoming work. Since the work will start on a Tuesday, the day before work begins staff or the contractor will post door hangers reminding residents of the work. Town staff will have cell phones and be available onsite during the entire operation. It is possible that the work will not even extend into the evening, but staff is planning for worst case in the event they need to work through the night of the October 11, and into the second day, October 12.
Discussion
The Town Manager previously approved both the Flygt pump purchase agreement and the contracted vactor truck services agreement. Staff has been waiting for the pumps to be delivered, and then to coordinate a date on both the contractor’s and the vactor truck’s schedule.
It will take two days for the contractors from Water Technology Group to install the Flyght equipment. The Meadows 5 lift station wetwell will be completely offline while the work is in progress and the work will continue nonstop until the job is done. To maintain sewer service during the installation, two large pumping trucks from MacDonald Farms will collect the sewage for a nonstop period of two days, or until the pump replacement is complete (which should be less than two full days). One truck will collect while the other truck hauls and dumps, continually alternating to prevent overflow of the wet well and potential backup into nearby residences.
Noise from the project will primarily be truck noise and the sound of back up alarms on vehicles. Nighttime wastewater flows are minimal, but must still be captured and hauled to prevent a sanitary overflow. The lift station is situated on a cul-de-sac, and separated from nearby homes by mature trees and a six foot fence.
Staff Recommendation
Staff recommends Town Council approval of a Resolution allowing work overnight on the Meadows 5 lift station pump replacement project, on October 11.
