Resolution Approving a Contract with Short Elliott Henderson for Architectural Services for Fire Station 152 [Crystal Valley]

Executive Summary
In 2015, the Fire Department presented a comprehensive Master Plan to Council that indicated a need for a fire station in Crystal Valley. Town Council formally accepted the Master Plan and financial planning for Station 152 began. The goal of the new station is to maintain current service levels to the Crystal Valley area as warrants for the new station have been met.
Implementation of the plan is progressing; with an Owner’s Representative being selected (Dunakilly Management Group), additional station site property acquired, and the architectural services selection process being completed.
The purpose of this item is to request Council approval of a Services Agreement with architecture firm Short Elliot Henderson (SEH) to develop the construction documents for the planned fire station so that the most cost effective construction approach for the fire station can be developed, and the construction project placed out for bid.
Discussion
In September of 2015, the Fire Department presented the 2014-2019 Master Plan to Council that strongly indicated a need for a fire station in Crystal Valley. Town Council formally approved the Master Plan and financial planning for the Crystal Valley station (Station 152) began. The goal of the new station is to maintain current service levels to the Crystal Valley area as warrants for the new station have been met (300 calls per year to the area served by the station).
A major component of the station construction project is architectural design. Once the architect is chosen, the design and construction planning process will begin. Architectural renderings will be used in community outreach efforts, and for ultimate Council approval of the construction contract.
Through the RFP process, the department received 17 architectural proposals. In partnership with the owner’s representative, Dunakilly Management Group, the list of applicants was reduced to the top five. After further evaluation by the Chief and Dunakilly, three applicants were selected to be interviewed and evaluated by Town staff.
Following a day of detailed presentations by the applicants, Town staff unanimously selected SEH. SEH is a Denver based architectural firm with broad experience in fire station construction, and a long history of successful projects.
With Council approval of the contract, the following is a general schedule of how this project could proceed:
Winter 2016 Develop construction plans
Spring 2017 Council approves construction plans; construction placed out for bid
Summer 2017 Construction contract awarded/construction begins
Spring-Summer 2018 Construction completed
Budget Impact
The 2016 Budget includes $435,864 for the station design and site development from the Fire Capital fund. The bid cost for architectural services is $295,523.78. Staff would work with SEH and ultimately, the construction firm selected for the project, to ensure the project could be completed within the budgeted amount, including any additional needed services.
Staff Recommendation
Staff recommends contracting with SEH for Station 152 architectural services.
