Executive Summary

 

At the July 28, 2016 Planning Commission meeting staff introduced a data base overview of zoning entitlements approved by Town Council.  The purpose of the overview is to provide information regarding development activity and population projections.  On August 11, 2016, the Planning Commission requested a study session to go through the data and have a discussion among the PC members and staff. Staff explained planned development zoning, how maximum zoned units are determined, and the qualifiers to consider when reviewing the data chart.  The four Planning Commissioners in attendance had engaging questions and appreciated the open discussion on the development agreements that currently exist.

 

Castle Rock is a growth community.  The growth we are experiencing is consistent with residential and commercial building activity across the Front Range and throughout the State of Colorado.  Based upon community feedback, Town staff conducted a series of community growth open house meetings.  The discussions between staff and  participants was very informative and helpful in terms of understanding thoughts, suggestions and concerns related to the location and pace of growth in Castle Rock.  In response, based upon goals outlined in the Vision 2020 and Comprehensive Master Plan, staff offers it will be helpful to outline the maximum zoning entitlements and growth areas approved by Council and provide an update on the pace of activity in each area of town. 

 

Summary

 

The data, through March of 2016, shows that the Comprehensive Master Plan adopted in 1999 and updated in 2002, was on track with projections that the Town may grow to an estimated 86,000 to 159,000 residents.  The current data, through March of 2016, is estimating a maximum zoned/entitled population of 141,646 residents.  On average, given the amount of land available for development, the likelihood of the larger planned developments reaching the maximum density allowed through entitlements is low because there are a larger number of entitled units remaining than available land to build those units. 

 

The Town of Castle Rock is an attractive community to live, work and play in, and we expect it will continue to attract residential and commercial growth for many years to come.
