Executive Summary

 

The Utilities Department is seeking Town Council approval of a Resolution (Attachment A) awarding a Construction Contract (Exhibit 1) with 53 Corporation, LLC for the East Plum Creek (EPC) Stream and South Well Field Improvements Project in the amount of $1,102,406 plus a 10% staff-managed contingency in the amount of $110,205, for a total project authorization of $1,212,251.  This project is located near the future roadway crossing of Perry Street over EPC, east of I-25 (see Attachment B).  Improvements include grade control structures and bank stabilization required to protect the Town’s South Well Field.  Also included in the project are the Well 204 drain line improvements and removal of the abandoned Well 12R cleanout piping from EPC.  As such, the project will be jointly funded through the Stormwater and Water Enterprise Funds.  The project is scheduled to be completed in April 2017.

 

Notification and Outreach Efforts

 

The project is located entirely within Town owned open space; however, courtesy notification letters have been mailed to three adjacent property owners regarding minor changes to the EPC floodplain as a result of the project.  In addition, appropriate signs will be placed in the field before construction begins since this area is open to the public and accessible through various trails within the open space.

 

History of Past Town Council, Boards & Commissions, or Other Discussions

 

Town Council approved Resolution 2016-021 awarding a Construction Contract to Directed Technology Drilling on March 8, 2016 for the majority of the well facility improvements.  

 

Utilities staff presented this construction agreement to the Utilities Commission at their meeting held on August 31, 2016. The Commission voted unanimously to recommend Council approval of the construction agreement as presented.

 

 

Discussion

 

The primary objectives of this project are to protect existing utilities and Town infrastructure along EPC and provide stream stabilization improvements consistent with the Stormwater Master Plan.  Improvements generally include two grade control structures, bank stabilization adjacent to Well 204, relocation of the EPC low flow channel, relocation of the Well 204 drain line and removal of the Well 12R cleanout piping from EPC.  Also included is soil riprap toe protection downstream of Well 12R to minimize the risk of additional bank erosion adjacent to the Brookside Circle right-of-way. 

 

In 2015, the team identified the need for a multi-disciplined project along the EPC corridor at the South Well Field.  The components included design and permitting for improvements in floodplain management, stream stabilization, source water infrastructure, facilities and environmental planning.  These activities were combined into one project so that all elements could be accomplished with a programmatic approach regarding state and federal permitting.  After meeting with the U.S. Army Corps of Engineers (USACE), it was deemed necessary to separate out the alluvial well repair and rehabilitation improvements to avoid the delays that would have occurred in obtaining the necessary permitting that was needed for the originally scoped project.  The alluvial well horizontal lateral arms were redesigned to eliminate the need for permitting by the USACE and that portion of the project was pushed ahead of the other design components and was approved for construction in March 2016. 

 

The proposed channel improvements along EPC are needed to address a severely eroded stream bank immediately adjacent to the Well 204 location and minimize risk of stream degradation over the newly constructed alluvial Wells 11R, 12R and 13R horizontal lateral arms (see Attachment C for site photos).  These existing wells are a critical component of the Town’s renewable water supply system needed to keep up with the projected water demands.  Protecting and developing local water supplies is the most cost effective way for the Town to provide water to its customers.   

 

Environmental impacts and permitting are important considerations in the stream improvement design.  Steel sheet pile cutoff walls can be installed with no permanent impacts and sculpted concrete drop structures will be constructed to mimic exposed sedimentary rock and provide an aesthetically pleasing means of guiding and controlling stream flow in EPC.  The Town is coordinating with the USACE and the U.S. Fish and Wildlife Service to obtain the necessary permitting and concurrence to construct the proposed improvements.  A detailed planting plan has been prepared to address the temporary and permanent impacts to wetlands vegetation and Preble’s Meadow Jumping Mouse habitat.  Although there will be temporary impacts during construction, this project will provide a net benefit to riparian habitat that benefits wildlife, water quality and the Town’s natural resources.       

 

A Conditional Letter of Map Revision (CLOMR) has also been submitted to the Federal Emergency Management Agency (FEMA) for their review and approval of the minor floodplain changes which will occur as a result of the stream improvements.  Following construction, a Letter of Map Revision (LOMR) will be prepared to confirm the modified floodplain delineation, and will be submitted to FEMA for incorporation into their regulatory mapping.  No private property or habitable structures are adversely impacted by this project. The Town solicited construction bids via Rocky Mountain BidNet.  Bids were received from five contractors and the pricing is summarized below:

Staff recommends this project be awarded to 53 Corporation, LLC as the confirmed responsible and qualified bidder with lowest bid.  53 Corporation, LLC has completed similar work for the Town over the past several years.  Construction is anticipated to begin in October and will be substantially complete by April 2017, weather permitting.   

 

Budget Impact

 

This project will be jointly funded through the Stormwater and Water Funds.  Stormwater funds will be transferred from Stormwater Fund Capital Projects Account 212-4475-444.77-13 Douglas Lane Tributary Stabilization in the amount of $488,000 to cover the cost of the project.  Water funds will be drawn from two locations including the Well Rehabilitation & Replacement and Building 204 Improvements accounts.  As of the date of this memo, Water Fund accounts 210-4275-442.76-53 and 210-4275-442.78-55 have available budgets of $958,346 and $125,000, respectively, to cover the cost of the project.
