Executive Summary

 

The high growth nature of Castle Rock results in numerous and diverse questions with individuals seeking information about existing conditions and future plans. All community development activity information is located on the Town website under the Development Activity link and In Your Backyard interactive map.

 

Town staff is always available to meet with interested parties to review existing zoning and development plans and review proposed projects submitted for Town review. Staff can also assist with inquiries that have not been submitted as formal applications. Staff spends a considerably amount of time working with residents and development teams before formal submittals occur and can provide information on such inquiries.

 

1.                     Quasi-Judicial Applications Requiring Public Hearings:

 

118 N. Cantril Street

 

The property owners of 118 N. Cantril Street submitted an application for design approval of a new detached garage with accessory dwelling unit. Vehicle access is off the alley. Because the property is within the Craig & Gould neighborhood, the design will need approval from the Historic Preservation Board, likely this summer. The accessory dwelling unit needs approval of a Use by Special Review by Town Council. The project is in Councilmember Bower’s District.

 

509 N. Wilcox Street

 

The property owner of 509 N. Wilcox Street submitted an application for downtown façade improvements to be reviewed by the Design Review Board at a future public hearing.  The project is located within Councilmember Bower’s District.

PPA for Boutique Single-Family Development

 

 

Echo Development Company is seeking feedback on developing boutique single-family detached homes at The Arbors Planned Development, 627 Wolfensberger Road. The parcel is located on the north side of Wolfensberger Road, just north of Epiphany Lutheran Church. The proposed development would consist of 48 modular homes clustered on 5 acres. There are no fences in the development to allow for common gathering spaces for residents. This is not a formal land use application, so timing of the proposal is unknown. If the project moves forward it will require public hearings with the Planning Commission and Town Council for site development plan approval. The project is located in Councilmember Bracken’s District.

 

PPA for Fitness Club in Heckendorf Ranch

 

 

Spruill Development Group LLC is seeking feedback on plans for a proposed fitness club. The property is located on the south side of Crystal Valley Parkway and across the street from the recently opened Town Fire Station #152. The team goal is to provide a clean and safe environment where they can offer sports instruction to Castle Rock residents and the surrounding community. This is not a formal land use application so timing of the project is unknown. The project is located in Councilmember Teal’s District.

 

PPA for Meadows Town Center

 

 

Roth Land Engineering Group, on behalf of Evergreen Devco, is seeking feedback on a 2.3-acre commercial development within the Meadows Town Center. The proposal includes 2 buildings within 16,250 sq. ft. for retail and restaurant uses. The building architecture and materials is consistent existing Town Center. This is not a formal land use application, so timing of the proposal is unknown. The project is located in Councilmember Bracken’s District.

o                     Premier Members Credit Union, site construction, located southwest of Promenade Parkway and Castle Rock Parkway.

o                     Panda Express, site plan review, located west of Sam’s Club on the east corner of Promenade Parkway and Factory Shops Blvd. intersection.

o                     Collaboration Campus, site construction, located north of the hospital and south of the high school. 

o                     IREA Substation, construction documents under review, located east of Castle View High School and ACC Collaboration Campus.

o                     Jiffy Lube, construction plans under review, located north of Meadows Parkway and Lombard Street intersection.

o                     North Meadows Parkway, roundabout construction documents for future intersection located north of Castle View High School between the two bridges, providing access to the future commercial-office-industrial parcels on each side of North Meadows Pkwy.

o                     Tommy Carwash, site and building construction located north of Meadows Parkway and Lombard Street intersection.

§                     Canvas Credit Union, site construction, located at Meadows Boulevard and Future Street.

§                     Mixed-use 17,000 sq. ft. building, site construction, located on Ambrosia St.

o                     Riverwalk North and South buildings are under construction on Wilcox Street and a temporary Certificate of Occupancy permit was issued for the south building.

o                     Castle Rock Industrial Park, site and building construction for office, warehouse and flex space, located at the northwest intersection of State Highway 85 and Liggett Road.

o                     Convenience Store and retail space, site plan under review for 7,200 square-foot building and fuel island, located at southeast corner of Plum Creek Parkway and Lake Gulch Rd.

o                     Crystal Valley Ranch, revisions to landscaping plans located west of West Loop Road and River Oaks Street.

o                     Founders Marketplace, Canvas Credit Union site construction and Liberty Express Carwash site plans, northeast of Fifth Street and Founders Parkway.

o                     Garage Condos, site construction, located on Liggett Road.

o                     Heckendorf Ranch, 10,000 square-foot retail site plan under review, located southwest of Crystal Valley Parkway and Plum Creek Boulevard, directly south of Fire Station No. 152.

o                     Infinity Laboratories, parking lot expansion construction document review, located at 1585 S. Perry.
