Executive Summary
The purpose of this agenda item is to seek approval of the Castle Rock Parks & Recreation 2018-2020 Strategic Plan. This document is consistent with the strategic priorities identified by Town Council and the 2017 community survey results.
The Castle Rock Parks & Recreation 2018-2020 Strategic Plan focuses on items within the Parks &
Recreation Department that need attention, improvement or change. The intent of this document is to guide the department in executing priorities for the specified timeframe, while providing flexibility to respond to additional interests for the benefit of the community.
The Castle Rock Parks & Recreation 2018-2020 Strategic Plan sets goals and objectives for each of its Division and identifies priority work programs, actions and simplified strategies for implementation through measurable objectives. The document also identifies challenges, including minor issues and foreseeable and potential future problems.
Listed below are the twelve strategic themes that evolved from staff input, community feedback and Council direction:
1. Create a financing plan to develop parks and recreation facilities that will meet the needs and demands of a growing community.
2. Complete a data-driven Park and Recreation facility study to assist in a capital construction prioritization discussion with Council.
3. Set fees and charges adequately to address Community Center Fund cost recovery goals.
4. Ensure new development provides adequate parks, open space and trails to serve the needs of a growing population and promote conservation.
5. Provide for the safe and efficient operation and maintenance of parks and recreation facilities.
6. Effectively manage the replacement and repair of existing capital assets.
7. Continue to locate parks within a safe walking distance of residents.
8. Maintain a robust and high quality golf operation that meets the needs of residents without tax support.
9. Improve connectivity/walkability through right of ways, trails and accessible open space.
10. Strengthen existing recreation programs and expand new creative offerings to meet the changing needs and demands of residents.
11. Evaluate and implement business practices, the use of new technology, training and professional development to improve organizational effectiveness.
12. Increase outreach and communication efforts to engage residents, promote transparency and gather public input.
Notification and Outreach Efforts
The Castle Rock Parks & Recreation 2018-2020 Strategic Plan draft was posted on the
Town of Castle Rock’s website at CRgov.com/parksplan with an online survey. Over a
two-week period, 23 residents submitted detailed responses. Parks & Recreation
Staff also posted open-office hours on March 7 and 14, 2018 between 1-6 p.m. so
residents could ask questions and provide feedback in person or call to discuss. The
Castle Rock Parks & Recreation 2018-2020 Strategic Plan draft and the public-process
period was advertised through a press release, the Department’s landing page,
CRgov.com/parksandrec and through Facebook posts and direct email. Redacted
public comments are included in Attachment B.
History of Past Town Council, Boards & Commissions, or Other Discussions
The Parks & Recreation Commission were introduced to the Castle Rock Parks & Recreation 2018-2020 Strategic Plan draft at the December 2017 and February 2018 Commission meetings. The Parks & Recreation Commission unanimously endorsed the approval of the Castle Rock Parks & Recreation 2018-2020 Strategic Plan at the March 21, 2018 meeting.
Budget Impact
The Castle Rock Parks & Recreation 2018-2020 Strategic Plan sets direction for the Parks & Recreation Department. Items with budget implications will be submitted and considered through the annual budget process.
Staff Recommendation
Staff recommends approving the resolution as introduced by title.
