Executive Summary
The design and development review of the first phase of Cobblestone Ranch Park (Attachment A) is complete. The first phase of the project is designed to primarily serve the surrounding neighborhood. Additional amenities identified in the approved park master plan (Attachment B) may be provided in the future.
The first phase/neighborhood park plan (Attachment A) includes approximately 12 developed acres that will form the heart of the future regional park. The first phase includes the entry road off of Castle Oaks Drive, off-street parking, three picnic pavilions, a large playground serving 2 to 5 and 5 to 12-year-olds, an asphalt pump track for biking, half-court basketball, a great lawn area and concrete sidewalks and landscaping, which are all part of the base bid for the project. The bid package will also include potential additional amenities as alternates depending on the outcome of the bids. Add alternates include a synthetic softball field, six pickleball courts and a permanent restroom.
The plans for the project have been routed through the Town’s Development Services Department for review and approval. The next step in the process is to distribute the plans for competitive bidding. The project will be advertised for competitive bid during the final week of March, with bids due back to the Town in April. Staff will present a construction contract for Council consideration in early May. Construction is expected to begin by the end of May.
Budget Impact
The engineer’s estimate for the base bid is approximately $5.3 million, which is available in the Parks and Recreation Impact Fee fund. Phase one elements form the park’s core, which has a high infrastructure cost as roadways and utilities must be extended to serve the area. This development strategy will reduce future impacts to completed areas and greatly simplify the addition of future phases. Add alternates are included to obtain competitive bids in the event a favorable bid environment would allow for an expanded scope during phase one development.
History of Past Town Council, Boards & Commissions, or Other Discussions
The public process for the project was developed in two distinct phases. The first was focused on the overall master plan (Attachment B), which was developed with resident, Parks and Recreation Commission and Town Council input. Cobblestone Ranch is 168-acres in size so an overall plan for the property was required before a first phase could be identified. The first phase (Attachment A) was developed with community input through feedback from the master planning process and online surveys. The plans include the highest priority amenities chosen by neighbors through a public process (Attachment C). The first phase plan was endorsed by the Parks and Recreation Commission in October 2020.
