Resolution Approving the Town of Castle Rock 2026-2030 Community Development Block Grant Consolidated Plan and 2026 Annual Action Plan

Executive Summary
In September 2020, Town Council accepted entitlement status into the federal Community Development Block Grant (CDBG) program beginning in fiscal year 2021. On July 20, 2021, Town Council approved the Castle Rock 2021-2025 Consolidated Plan. The Town has now developed its draft 2026 - 2030 Consolidated Plan (which includes the 2026 Annual Action Plan) as required by HUD.
The Town’s CDBG distribution for program year 2026 will be $294,709 and will be available starting on or about October 1, 2026. Staff is seeking Town Council approval of a resolution (Attachment A) approving Castle Rock’s 2026 - 2030 Consolidated Plan which includes the 2026 CDBG Annual Action Plan (AAP). The AAP provides information as to how the Town will utilize its 2026 CDBG funding, including ongoing support of senior programs, providing support services to low/moderate income special needs populations, ADA improvements and administrative cost recovery as outlined in the draft 2026-2030 Consolidated Plan. The draft 2026-2030 Consolidated Plan including the 2026 AAP is included in Attachment B for reference.
Should Town Council approve this resolution, staff will submit the 2026-2030 Consolidated plan with the 2026 Annual Action Plan, to HUD by the August 14, 2026 deadline and begin the 2026 program year implementation. The 2026 program year will begin on October 1 and projects will be determined after that time.
Budget Impact
The Town’s CDBG allocation for the next year is $294,709. Approved grant expenditures are reimbursed through the CDBG program. Therefore, there is no net financial impact to the Town. Reimbursable costs include program administration and approved project expenses.
Staff Recommendation
Staff recommends approval of Castle Rock’s CDBG 2026-2030 Consolidated Plan which includes the 2026 Annual Action Plan.
