Executive Summary

 

The purpose of the item is to obtain approval from Town Council to retain Kimley-Horn as the Town’s engineering consultant for the design of improvements to the Founders Parkway and Crowfoot Valley Road Intersection Improvement Project, and the Crowfoot Valley Road Widening Project.

 

The attached Resolution (Attachment A) approves an agreement to retain Kimley-Horn as the Town’s engineering consultant for the design of improvements to the Founders Parkway (SH-86) and Crowfoot Valley Road intersection and the Crowfoot Valley Road Widening Project.

 

The objective of this project is to improve the operations and safety of the intersection and the Founders Parkway corridor between Crowfoot Valley Road and Woodlands Boulevard, and Crowfoot Valley Road between Founders Parkway and Knobcone Drive. The attached map identifies the location and preliminary improvements concept (Attachment B).

 

The Town has been awarded a $1,602,000 grant from CDOT through the FASTER Safety Fund Program to be applied to the construction costs of the project.  The Town has a budget amount of $784,000 in 2018 to supplement the CDOT grant funds.  The project improvements are estimated to cost approximately $2.4 million to construct, utilizing the initial concept.  Kimley-Horn will conduct design alternatives review as part of their early work to assess costs/benefits of each.

 

Additionally, the Town has asked Kimley-Horn to provide a proposal to incorporate a separate design package for the full widening of Crowfoot Valley Road as identified in the Town’s current Transportation Master Plan.  The benefit of designing this project at the same time is improved cost efficiencies of using the same consulting firm.  In addition, it ensures a smooth and efficient transition is made during construction, should Town Council decide to pursue incorporating this additional widening into the construction scope of the intersection improvements.

 

The two design scopes are recommended to be approved with this single design contract.  However, the scopes have been separated to include one, or both to allow flexibility for Town Council to add the additional widening scope into the design process or not.

 

Through the consultant selection process, Kimley-Horn demonstrated their capabilities to provide all the necessary design services for the project.  The Town’s selection team unanimously preferred Kimley-Horn over two other consulting firms that submitted proposals and gave presentations for the Town.

 

Notification and Outreach Efforts

 

During the design process, Town staff and Kimley-Horn will schedule multiple public outreach meetings with the adjacent neighborhoods. The outreach meetings will allow the residents to review the proposed improvements, in the early stages of design, and provide comments for consideration.

 

History of Past Town Council, Boards & Commissions, or Other Discussions

 

Staff is scheduled to present this item to the Public Works Commission on November 7, 2016.  Their comments and recommendation will be presented to Council at the Town Council meeting to be held on November 15.

 

Discussion

 

The Founders Parkway and Crowfoot Valley Road intersection has been identified by the Town and CDOT as experiencing an elevated accident rate, in addition to traffic congestion during peak traffic hours.   The Town has been awarded a $1,602,000 grant from CDOT through the FASTER Safety Fund Program to make safety and operational improvements to the intersection. The FASTER funds will be available for fiscal year 2018 and will be applied to the construction costs of the project.  Preliminary construction cost estimates are approximately $2.4 million, if the initial concept is selected.  Kimley-Horn will assess some additional design alternatives and provide a cost/benefit analysis of each.  Kimley-Horn as part of their scope will design the widening of Crowfoot Valley Road between Founders Parkway and Knobcone Drive as a separate design package.

 

At this time, the Town must commence the project design in order to meet the timelines for advertising the project and commencing construction of the improvements in the spring of 2018. The Town has budgeted $650,000 to provide the funding necessary for the design and right-of-way acquisition necessary for the project improvements. 

 

Since this is a State owned and operated intersection, Town staff followed CDOT’s consultant selection process.  The Town requested proposals from four engineering firms for the design of the project.  Following the review of each firm’s qualifications and proposals, staff interviewed three engineering design teams. Town staff scored each firm based on the submitted proposals and interview presentations. Town staff was not aware of each firm’s cost proposal for the selection.  Under CDOT’s process, the final design scope is completed after the selection and a price negotiated.  Kimley-Horn was unanimously selected as the preferred firm to continue the contract award process.

 

Kimley-Horn is a reputable firm that has successfully completed projects of a similar scope and nature for other Colorado municipalities and districts.  Staff has received very good references from the City of Aurora, Town of Gypsum, City of Colorado Springs and Sand Creek Metro District.

 

Town staff is proposing to enter into an agreement with Kimley-Horn to perform the needed design services for both scopes of work.  Kimley-Horn’s cost proposal for the combined design work is $429,920. This is split out as follows:

 

                     Intersection design scope:                            $ 345,860

                     Widening design scope:                          $   84,060

 

Town staff also requests a Town managed contingency amount for any unanticipated design work of $43,000 for both design scopes.  This would be reduced should the widening scope not be approved.   It is expected, the Town will be able to fund the right-of-way acquisition services and right-of-way costs, for the initial design concept, with the remainder of the budgeted $650,000.  If a different concept is identified as the preferred alternative based on the forthcoming cost/benefit analysis, any proposed adjustments will be discussed with Town Council.

The funds necessary for the engineering design have been included in the project’s 2016 budget as stated below.

The remainder of the budgeted amount ($177,080) will be available for purchasing right-of-way and easements as needed for the project.  Based on the initial concept, these remaining funds are anticipated to be adequate for the initial design concept for the intersection improvements.  Right-of-way acquisition will need to be analyzed for the Crowfoot Valley Road Widening Project.

 

Staff Recommendation

 

Staff recommends Town Council approve the Resolution approving an Agreement between the Town of Castle Rock and Kimley-Horn and Associates for Design of the Founders Parkway / Crowfoot Valley Road Intersection Improvement Project and the Crowfoot Valley Road Widening Project.
