Executive Summary
Approval is requested for a Resolution approving an Agreement with Wilson & Company, Inc., Engineering & Architects, to design the Industrial Tributary Trail in Castle Rock in the amount of $1,089,121. Approximately 50% of this design cost will be reimbursed through a TIP grant administered through the Denver Regional Council of Governments (DRCOG). Town Council approved an Intergovernmental Agreement (IGA) with the Colorado Department of Transportation (CDOT) at its September 5, 2023 meeting. The IGA provides nearly $5 million to assist in the design and construction of the project.
The Industrial Tributary Trail is included in the Castle Rock Trails Master Plan as an important east-west connection linking Philip S. Miller Park and eastern neighborhoods to Downtown Castle Rock. The connection will improve safety by providing an alternate pedestrian connection outside of the busy Plum Creek and I-25 Interchange. The project will construct one mile of 10-foot-wide concrete trail, linking Philip S. Miller Park and the Miller Activity Complex to Downtown via the East Plum Creek Trail. The Miller’s Landing and Brickyard developments will fund and construct the first 0.5-mile portion of the trail from the underpass at Plum Creek Parkway to Prairie Hawk Drive. Construction of the Town’s portion will include an additional 0.5 mile of 10-foot-wide concrete trail to extend from the Brickyard, through a new box culvert under Prairie Hawk Drive and new tunnel under the BNSF railroad to Fifth Street and over a new pedestrian bridge crossing the East Plum Creek to intersect the East Plum Creek Trail.
In July 2023, the Parks and Recreation Department issued a request for proposals to obtain bids for the project’s design. Expertise was solicited for surveying, geotechnical investigation, construction drawings, temporary erosion and sediment control, hydraulic modeling, construction cost estimation, ecological mitigation, environmental permitting, subsurface engineering, pipe jacking under an existing railroad and coordination with project partners, including the BNSF Railroad, CDOT, DRCOG, TIP grant administrators and local developers.
After reviewing the submitted proposals, Town staff and the Colorado Department of Transportation recommend the selection of the highest qualified bidder Wilson and Company for the design of the trail and the approval of this agreement by resolution. If approved, planning and design will be completed by October 2024. The project will then be bid for construction in fall 2024, with an anticipated project completion date of fall 2025.
Budget Impact
Design services will be financed through local, state and federal funds, and will be contracted through a services agreement with the Town in the amount of $1,089,121. Payments will be charged to account code 110-5275-452.75-14, and $585,000.00 will be reimbursed through the grant.
